Villa Angela homeowners turn over trike terminal to TODA

ANGELES CITY — Villa Angela Subdivision marked a significant step toward a safer and more organized community with the official turnover of the Villa Angela Tricycle Terminal to the Villa Angela Subdivision Tricycle Operators and Drivers Association (VASTODA), with the assistance of the city public transport regulatory office (PTRO).

After months of discussions and coordination, the homeowners, officers, and tricycle operators gathered to witness what many consider a milestone for the village. The newly established terminal will now serve as the designated area where residents can conveniently and safely access tricycle rides.

The terminal itself carries a meaningful story of collaboration—its foundation was initiated as a project of then-Congressman Carmelo “Jon” Lazatin II, while the construction of the facility was undertaken by the Villa Angela Homeowners Association Inc. (VAHAI), reflecting a strong partnership between government support and community initiative.

As part of the new system, tricycles will no longer be allowed to wait along the subdivision park, an area that will now be preserved for its intended recreational use. In addition, only two tricycle units will be temporarily permitted to park along the Romer Building sidewalk until the end of June.

After this transition period, all parking and waiting of tricycles along the sidewalk will be strictly prohibited. The use and management of the terminal are formalized through a memorandum of understanding signed by VAHAI, represented by its president Pamela Angeles Flores,secretary Kaye Tanganco, and auditor Jun Henson. The signing was witnessed by members of the board of directors Ritche Nacpil, Engr. Rodel Simbillo, Noemi Sugay, Rosette Biag, Kenneth Manio, and Ryan Bangit, legally assisted by Atty. Noel Flores, along with VAS TODA’s incoming president Rhesty V. Marquez and outgoing president Ramon N. Carcabuso, in the presence of the association’s operators and drivers. Representatives from the PTRO, led by head Ferdinand Calma, together with Randrio R. Mandani, were also in attendance, with the assistance of Felemon Dayrit, underscoring the vital role of government support in this collaborative effort.

The MOU signing was followed by a ribbon-cutting ceremony for the terminal, which was then solemnly blessed by Fr. Deo Galang, who offered prayers for the safety of the drivers and for continued harmony between VAHAI and VASTODA. Central to the agreement are clear guidelines that promote discipline and professionalism within the terminal. These include the implementation of a fair fare metric system, strict use of the terminal solely for transport-related purposes, and the prohibition of unnecessary noise such as loud speakers or karaoke.

The area is likewise not to be used for sleeping, social gatherings, or any unrelated business activities.

This agreement stands as a testament to Villa Angela Subdivision’s commitment to safety, orderliness, and the overall betterment of the community—achieved through strong private collaboration, with the guidance and support of local government partners. Contributed story
