Dear Councilor Tulabut,
Warm greetings. I write to respectfully convey my thoughts and recommendations regarding your proposed ordinance on the regulation of feeding programs in schools and communities within the City of San Fernando.
At the outset, allow me to acknowledge your intention to ensure proper coordination, safety, and accountability in the implementation of these humanitarian activities. These objectives are both valid and aligned with good governance. However, recent developments have created confusion and concern among stakeholders, particularly with the perceived suspension of feeding programs following your request to the Schools Division Superintendent and its immediate implementation across the school system.
In this regard, I respectfully submit the following for your consideration:
1. Reconsideration and Clarification of the Current Directive
In light of your public statement that the intent is not to stop feeding programs but to regulate them, I respectfully request that your office recall or clarify the earlier request issued to the Schools Division Superintendent, to avoid any interpretation that results in the suspension of these programs. A clear and public clarification will help restore confidence and prevent further disruption of ongoing humanitarian efforts.
2. Continuity of Feeding Programs with Proper Coordination
Pending the deliberation and eventual passage of any ordinance, may I respectfully suggest that feeding programs be allowed to continue, subject to reasonable coordination with the appropriate offices. In this connection, the City Health Office may be tasked to monitor, guide, and assist in ensuring that health and safety standards are observed, without unnecessarily halting these initiatives.
3. Adoption of a Consultative and Inclusive Process
To avoid misunderstandings and potential divisiveness among stakeholders, it would be beneficial to adopt a more consultative approach. Engaging civic groups, private sector partners, donors, and community leaders early in the process will help align perspectives and foster shared ownership of the policy outcome.
4. Circulation of a Draft Ordinance for Review
It may be most constructive for your office to prepare and circulate a draft version of the proposed ordinance ahead of the public hearing. Sharing this with stakeholders, institutions, and concerned groups will provide them sufficient time to study the proposal, formulate their positions, and contribute meaningfully during the hearing. This will lead to more informed discussions and, ultimately, a more balanced and effective ordinance.
5. Ensuring a Non-Restrictive and Enabling Policy Framework
As the ordinance is developed, I respectfully emphasize the importance of ensuring that it remains enabling rather than restrictive, free from undue administrative burdens or future imposition of fees that may discourage donors and volunteers.
In particular, we must avoid a situation where valuable donors and volunteers choose to bypass the City of San Fernando due to restrictive policies or cumbersome government processes. The reality is that government alone cannot fully address all community needs. These feeding programs are vital precisely because they are supported by good-hearted individuals and institutions willing to share their resources and extend assistance. Policies must therefore encourage, not deter, their participation.
6. Promoting Unity and Good Governance
Finally, I humbly appeal that this initiative be guided by the principle of unity in governance. Let us avoid unnecessary polarization or misunderstanding among stakeholders. Instead, may this process lead to a peaceful, collaborative, and harmonious environment, where government and civil society work together for the common good.
Councilor, I firmly believe that with a calibrated approach, one that balances regulation with compassion and inclusivity, we can arrive at a policy that protects public welfare while sustaining the invaluable contributions of donors and volunteers.
Thank you for your leadership and openness to dialogue. I remain hopeful that through constructive engagement, we can collectively arrive at a well-studied and responsive ordinance that truly serves the people of the City of San Fernando.
