SCIENCE CITY OF MUÑOZ (PIA) — The partnership among the Department of Science and Technology (DOST) Central Luzon, the local government unit of Science City of Muñoz, Nueva Ecija University of Science and Technology (NEUST), and Central Luzon State University (CLSU) is expected to strengthen the city’s push toward becoming a smart and sustainable city.
This followed their signing of a Memorandum of Agreement for Project ANGELA (Transforming Urban Mobility with Care and Innovation in Science City of Muñoz) and SCDI-HUB (AI-Driven Smart City Data Integration and Decision Intelligence Hub for Science City of Muñoz).
The agreement was signed at Balai ti Muñoz, City Tourism Building, in line with the city’s vision of integrating science, technology, and innovation in local governance and development.

According to DOST, the initiatives aim to improve urban mobility, enhance data-driven governance, and deliver more efficient public services for residents.
On one hand, Project ANGELA focuses on transforming urban mobility systems through innovative and people-centered solutions.
SCDI-HUB, on the other hand, seeks to establish an intelligent data integration platform that will support evidence-based decision-making within the city.
The agency noted that both initiatives represent a forward-looking approach to urban development anchored on technology and collaboration.
DOST Regional Director Julius Caesar Sicat stressed the role of building smart and sustainable communities in improving people’s quality of life.
He said these efforts help strengthen food security, create better economic opportunities, and enhance the well-being of families.
Science City of Muñoz Mayor Baby Armi Alvarez, for her part, emphasized the importance of the SCDI-HUB in integrating critical data across sectors to support better planning, faster response, and more effective delivery of public services.
She added that the initiative will help foster transparent and efficient governance in the city.
Also present during the signing were DOST Nueva Ecija Provincial Director Leidi Mel Sicat, NEUST President Rhodora Jugo, and CLSU Vice President for Administration Ariel Mactal.
