CLARK FREEPORT – The Civil Service Commission conferred on the Department of Education-Division of Mabalacat City the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Level in ceremonies held at Widus Hotel here on Feb. 15.

“This achievement is a testament to the dedication, hard work, and commitment of our educators and administrators to uphold the highest standards of human resource management in the public sector,” said Mayor Crisopstomo C. Garbo who received the award.

The PRIME-HRM, according to the CSC, is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence.

The Bronze Level is awarded to the agency that reached Maturity Level II in one of the four core HRM systems set by the CSC, namely: recruitment, selection and placement, performance management, learning and development, and rewards and recognition.

“The conferment of the PRIME HRM Bronze Level serves as a validation of the Division of Mabalacat City’s unwavering commitment to promoting professionalism, integrity, and efficiency in the delivery of education services to the students,” furthered Garbo.

And on a greater scale, “[It] reflects the collective efforts of the city to adhere to the principles of good governance and to continuously improve our human resource management practices.”
