BCDA insists charges vs. its EVP ‘baseless

CLARK FREEPORT — The Bases Conversion and Development Authority (BCDA) has insisted that the complaint filed by the Citizens Crime Watch (CCW) against BCDA executive vice president Aileen Zosa was baseless.

“The allegations are baseless because the position of Ms. Zosa as executive vice president is approved by the Governance Commission for GOCCs (GCG). Her position was never abolished as the BCDA Restructuring Plan was never fully implemented,” the BCDA said in a statement.

The BCDA also debunked allegations that the Civil Service Commission (CSC) was already investigating Zosa’s case.

“Her appointment has been duly approved and validated by the Civil Service Commission. Under Civil Service rules and regulations, an appointment shall remain effective until disapproved/invalidated by the CSC,” the statement said.

In a text message to Punto, BCDA information chief Lani Macasaet also said that “under Civil Service rules and regulations, an appointment shall remain effective until disapproved/invalidated by the CSC.”

She also said BCDA has yet to receive a copy of the complaint filed by the CCW before the Presidential Anti-Corruption Commission (PACC).

Last Tuesday, the CCW said in a press conference that Zosa, whom it also cited as the head of the bids committee for projects at the New Clark City in Tarlac and reportedly a relative of Pres. Duterte, has received some P15 million worth of salaries since 2016 as purported executive vice president of the BCDA.

CCW legal counsel Raymund Palad said CCW filed against Zosa charges of usurpation of authority, graft, and violation of the code of conduct and ethical standards of public officials before the PACC.

CCW national president Diego Magpantay said during the conference that Zosa has been “calling the shots” at the BCDA as she has also been acting as the chief of three executive vice presidents who have legitimate appointments, namely, Joshua Bingcang, Nina Radoc and retired Gen. Carlos Quita.

“Presidential adviser for flagship programs and projects Vivencio Dizon (who is also BCDA president and chief executive officer) retained her (Zosa) and made her head the agency’s bids body for projects at the New Clark City in Tarlac although the Governance Commission for GOCCS (CGC) had approved the abolition of her office and position in 2015,” said a CCW statement distributed during the conference.
