CITY OF SAN FERNANDO, Pampanga (PIA) — Philippine Statistics Authority (PSA) launched the Community-Based Monitoring System (CBMS) in Central Luzon.

CBMS is a technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact monitoring at the local level while empowering communities to participate in the process.

PSA OIC-Regional Director Arlene Divino shared that the data generated through the CBMS will serve as a basis in targeting households for government programs geared towards poverty alleviation and economic development.

“In the CBMS, local government units (LGUs) could implement plans to address the problems in their localities. If the data is complete, updated, and accurate, we can provide the right programs to our constituents,” she said.

Data that will be generated by CBMS are the compendium of localized facts, figures, and maps on the different dimensions of poverty such as health, nutrition, water, sanitation, shelter, education, income, employment, security, and participation.

Divino also emphasized that the CBMS involves a census of households done by LGUs with the participation of the community using accelerated poverty profiling systems in the data.

“The right to privacy of every respondent in the census remains inviolable. The citizens participating in the data collection will be asked to sign a waiver, and they shall be fully informed of the nature and extent of processing intended for their personal data,” she added.

The conduct of the first batch of data collection and supervision for the CBMS will begin on August 8 to October 5 involving the PSA-funded LGUs of Nampicuan in Nueva Ecija; and Anao, Ramos, and San Clemente in Tarlac.

The LGU-funded municipalities of Bamban and Mayantoc in Tarlac; and Botolan, Iba, and San Marcelino in Zambales will also conduct the said activities on the same dates.

The second batch will run starting October 17 until December 16 on the LGU-funded municipalities of Mabalacat City in Pampanga; and Baler, Casiguran, Dilasag, Dinalungan, Dingalan, Dipaculao, Maria Aurora, and San Luis in the province of Aurora.

CBMS has a council serving as a tripartite interagency body for the realization of the objectives and provisions of the Republic Act 11315 otherwise known as the CBMS Act.

Joining the PSA in the council are Department of the Interior and Local Government, and Department of Information and Communications Technology.
