Tarzan seeks repairs at Northville 15

    ANGELES CITY – Pampanga 1st District Rep. Carmelo “Tarzan” Lazatin yesterday inspected the Northville 15 village project in Barangay Cutud here, to see for himself that it lacked open spaces and the facilities for the expected settlers displaced by the Northrail project.

    Lazatin said “the houses must be repaired and made to look like homes” and asked the National Housing Authority (NHA) to immediately provide electric and water facilities to some 3,500 houses at the 25-hectare area. He was accompanied in the inspection by Vice Mayor Vicky Vega-Cabigting and Councilors Jay Sangil, Maricel Morales and Ruben Maniago.

    Lazatin vowed to allot P7 million for the fencing of Northville 15 for the safety and security of the settlers.

    Lazatin met Engr. Warlito Agres, head of the NHA office here, who showed to the solon the plans and latest developments for the Northville 15 project.

    Agres said at least 337 houses had water and electricity. He added that by June 15 some 1,500 units will also have electricity and water.

    Agres assured Lazatin that by August 15 all the houses at Northville will have electricity and water.

    Lazatin was unimpressed with the report of Agres. He said “the people must not wait too long before the electricity and water arrive.”

    Lazatin also deplored the “small open spaces” in the resettlement site. He urged the NHA to provide more open areas for schools and other amenities.  
    Agres said the development plan for the project had been approved by the city government, including the details for the open spaces. 

    Sangil: Heads must roll

    Sangil, for his part, said “those contractors who shortchanged the government by constructing substandard units should be liable.” He added that he will recommend that their license be revoked.

    “Some of the defective houses are now closed and we could not inspect them,” said Sangil, who with Maniago exposed the alleged anomalies early last month. He added that “they must repair them now and make them better. 

    It was also Sangil that raised the issues of severely leaking roofs, inoperational sewage systems and collapsed and cracked walls, and defective drainage system, among other shortcomings of the contractors.

    Cabigting said they are not against the Northville 15 project. She added that they “just want the place to be truly livable for human beings.”

    Agres said they had not forced residents to moved in to their houses at Northville. But he said some of them had decided to transfer as they will longer have to pay rent in their former houses. 


    School for them

    Morales disclosed that she will file a resolution urging Lazatin and other concerned government agencies to provide high school education at Northville 15. She disclosed that they will provide elementary education in the Cutud resettlement center.

    “The nearest high school at EPZA is too far and they will have to spend money for their transportation. This is not good considering they are indigents,” said Morales. 

    Lazatin said he will work for the establishment of a high school as recommended by Morales.

    “We will just have to study it well with other concerned agencies,” said Lazatin.
