Tarzan hits register of deeds for poor service

    ANGELES CITY – First District Rep. Carmelo “Tarzan” Lazatin lambasted what he described as “poor service” at the register of deeds office here which reportedly derails the real estate business in Pampanga.

    In an interview, Lazatin said the register of deeds district office had transferred to the main office in Metro Manila since late last year the encoding of technical description, delaying the transfer of land titles to the new owners. 

    Lazatin said that “as a result, the transfer of mere land titles takes about three months.” He added that it was supposed to be finished in one day for the same act.

    He said the register of deeds main office has only about 10 encoders which delays the transfer of technical description. He also said another cause of delay is that the new scheme is being applied in the whole country.

    The congressman disclosed that he was bombarded by complaints from realtors on the delay of the transfer of land titles, affecting their income and businesses.

    Lazatin, accompanied by Atty. Bayani Maniquis, went to the register of deeds office beside the city hall building in Barangay Pululng Maragul on March 28 to inquire about the realtor’s complaints.

    Lazatin said he was informed by Maniquis that the encoding of technical description was transferred to the register of deeds main office.

    “They were charging some fees in the main office for the encoding. I told the register of deeds officials to just charge the same fees here in Angeles to make transferring more reliable, fast and efficient,” he said.  

    Jaime Locsin, who does business in Pampanga and California, USA, said he was set to buy a house and lot in Angeles City worth P10 million but was “turned off the by delays of transfer to his name.”

    “I could only stay for two weeks in the Philippines and I was expecting to see my land title in my name. I was surprised and disappointed after hearing I would see the land title only after three months,” Locsin said.
