RAMOS, Tarlac—The Sangguniang Bayan here has approved an ordinance declaring as illegal the use of modified mufflers in all public and private vehicles.
Ordinance No. 0012-2008, authored by municipal councilors Teofilo Tomas and Benjamin Tawatao, penalizes “all private and public vehicles operating within the municipality of Ramos for using modified mufflers.”
It says that modified mufflers “(create) irritating (and) excessive sound which results to noise pollution.”
The ordinance adds: “All vehicles using modified mufflers other than that originally installed by the manufacturer of such vehicles are prohibited from plying all primary, secondary and barangay roads within the municipality of Ramos.”
First-time violators of the ordinance “shall pay a fine of P500 and their motor vehicles shall be impounded for one day at the Philippine National Police headquarters.”
Second- and third-time violators shall be fined P800 and P1,500, respectively, and their vehicles shall be impounded for two and three days.
Moreover, unless the original muffler is restored, the MTOP of the offending vehicle “shall be automatically cancelled.”
The offender is “given a maximum period of three days to restore, replace and repair the original muffler.”
