NE solon votes No to economic Cha-Cha resolution

CABANATUAN CITY — Nueva Ecija 3rd District Rep. Rosanna “Ria” Vergara voted against Resolution of Both Houses (RBH) 2 which seeks to amend economic provisions of the Constitution even as the measure hurdled final reading on Tuesday.

“Even in the midst of rapid globalization, we must firmly anchor ourselves to our duty to protect our nation’s identity so that we do not lose sight of what is really important for our country,” explained Vergara, one of the 21 solons who opposed the motion. 

A total of 251 congressmen voted in favor of RBH 2.

Vergara maintained that every Filipino has the right to protect the country through the power to exercise suffrage and their opinion must be considered: 

“I believe in every Filipino’s constitutional right and duty to protect our collective identity, our natural resources, and our country and I fear that RBH2 unduly dilutes this time-honored right.”

While RBH2 is said to step up economic recovery amid the pandemic, there are still a lot of things to consider and look into, she said.

The Parity Amendment, Vergara said, showed that the country was not ready to face the foreign sector head on.

She reiterated her stand during the March 10 hearing that the phrase “unless otherwise provided by law” on economic provisions of the 1987 Constitution evoked uncertainty and instability.

“The insertion of this phrase, while providing flexibility may likewise result to more government policy uncertainty and instability; it may do more harm than good in our objective to attract a greater share of foreign capital,” she said.

Vergara instead proposed the creation of laws that will protect natural resources and the Philippine’s vital industry. 

“We must instead encourage economic stability and growth while maintaining protections that will effectively preserve our natural resources and develop our vital industries through strategic legislation, through carefully crafted laws and policies, we can instead cultivate a more conducive investment environment that will attract more foreign direct investments and also support the vast potential of our Filipino investors,” she said.

“We are fortunate that we are blessed with natural resources to support our economic growth; we possess the human capital to make that growth meaningful. We need only look to the Filipinos who have prospered in their businesses abroad to see that in an enabling environment, Filipino talent, creativity and hard work will surely succeed,” she furthered. 

“Sa aking pagboto, naging batayan ng aking sagot ang dalawang kritikal na tanong. Una, para kanino po ba ang mga inihaing pagbabago sa saligang batas? Pangalawa, handa po ba tayo sa mga problema at isyung maaaring idulot ng mga pagbabagong ito? Let us heed the lessons of our history. Let us not repeat our past,” Vergara said before finally registering her “No” vote.
