ANGELES CITY — “Good governance begins with the right people,” enthused Mayor Carmelo “Jon” Lazatin in his 2026 State of the City Address delivered at the Legislative Building here on July 27.
As part of its commitment to transparent and accountable public service, the city government institutionalized a merit-based governance framework through the implementation of a Merit Selection Plan, ensuring that every personnel appointment is grounded on competence, qualifications, integrity, and fairness, in accordance with Civil Service Commission standards.
This reform reflects the city’s vision of a professional, ethical, and people-centered workforce—one that delivers quality public service to every Angeleño.
