CITY OF SAN FERNANDO — The Department of Social Welfare and Development (DSWD) and partner-agencies in Central Luzon have called on local government units (LGUs) in the region to apply for a P5-million grant for the construction of their own “Bahay Pagasa,” a home for children aged 15 or below who are in conflict with the law.

“A Bahay-Pagasa is a 24-hour caring institution managed by the LGU that addresses the needs of children in conflict with the law (CICL),” DSWD regional director and regional juvenile justice and welfare council chair Gemma Gabuya said yesterday.

Gabuya said the facility would be for children 15 years old and below who have committed any serious crime, repeated the crime at least twice, or are considered abandoned and abused by their parents.

“To qualify, the LGU applicant should have a high incidence of CICL from 2010-2015 and must have a resolution from the sangguniang bayan or panlungsod that identifies the source of funds for the operation and maintenance of the Bahay Pag-asa facility for the next three years,” Gabuya noted.

She said the national government will provide a grant of P5 million for the construction of the building.

“Interested LGUs may visit the DSWD Field Office at the Regional Government Center, Maimpis, City of San Fernando, Pampanga for further details,” she added.
