JAEN, Nueva Ecija – When life turns so hard that townsfolk cannot come up with an expensive fiesta, municipal officials here mulled an alternative package.

Natividad Peralta, 76, of Barangay Langla here, said she agreed with the decision of the village’s fiesta committee to grab the package called Handog Pangkabuhayan sa Kapwa instead of spending hard earned money for food and stage show preparations.

“Di na kami naghanda, ganito na nalang,” Peralta said while chanting for the chance of winning a tricycle, bicycle, three female hogs, four piglets, 40 bags of rice with a pale of groceries and twenty white envelops with P1,000 being raffled for the village fiesta in honor of  San Roque on Wednesday last week.

The town fiesta celebration was led by town mayor Santiago Austria and Rep. Rodolfo Antonino, along with barangay officials.

Peralta said their decision to divert from the traditional fiesta was even made convenient by the fact that the date of their supposed festivities fell on a Holy Wednesday.

Austria said they came up with repainting the colors of festivities to emphasize the value of diligent spending among residents. But they offer the package as a mere option, he said.

“Kaysa mangutang at sumakit ang ulo kinabukasan sa pagbabayad ng ihahanda, musiko at palabas, ay mas mabuting magkaroon sila ng pagkakataong kumita ng kabuhayan,” Austria said.  “Nagbibigay din kami ng kaunting tulong sa mga lumalapit para sa tradisyunal na piyesta. Pero pag nag-desisyon sila na wala nang handaan, ipaabot lang sa amin,” Austria said.

Langla is the fourth barangay to have grabbed the Handog Kabuhayan Para sa Kapwa package. Curiously, Austria also brought the same scheme in school graduations.

A day before the supposed fiesta, a team from the municipal government would survey sari-sari stores in the village to identify which of the licensed ones have been closed and which are operational. The team then make raffle tickets specifically for these stores giving away P3,000 each for three closed stores and  P2,000 each for three others which are open.

Then they would make a follow up if the recipients are managing the money effectively for a certain number of days, the town government will double the investment subsidy.

During the brief program in Barangay Langla, Austria and Antonino called on pregnant women from the village. “Hindi madali ang maging ina kaya dapat silang mahalin at alagaan,” Austria quipped.

He then advised townsfolk to consider a reasonable size of family. Antonio would then shell out P2,000 each for at least four women who presented themselves well on that particular occasion.

Austria stressed however they have set up a monitoring scheme for the livelihood program such as giving away tricycle and dispersed hogs.

“They were advised to raise them and give out piglets to their relatives,” the mayor said. Failure to do so would result to forfeiture of the animal. “But if they really need money and they have to sell the pig, we can buy it from them,” he said.
