EdPam bares P3-B infra in last SOCA

ANGELES CITY – Some P3 billion in infrastructure projects were announced by Mayor Edgardo Pamintuan during his last state of the city address (SOCA) at the Legislative Building here on Tuesday.

Pamintuan, who is serving his last term as chief executive of this highly urbanized chartered city, waxed emotional as he ended his one hour and 20 minutes speech.

The mayor said from 2010 to 2018, the city government spent more or less P660.96 million for the repair and concreting of roads, drainages and canals as well as for the riprapping and desilting of creeks and rivers and the construction of barangay halls and many others.

He said the Pampang Public Market was renovated. “But wait, there is more!”

Pamintuan said there are more big projects to come as he cited the efforts made by his executives – Engineer Don Dizon, Engineering Department head; David former head of the City Planning and Development Office and its present chief, Ami Dacanay; city administrator Noy Pamintuan; and secretary to the mayor Kirk Galanza.

Pamintuan said the projects are all under the program dubbed: Roads Leveraging Linkages of Industry and Trade o ROLL IT.

These include the improvement of Zeppelin St. and Clark Perimeter Road connecting the MacArthur Highway to the West Circumferential Road that cost P103 million; the NLEx-SCTEx Connecting Road, P236 million; the East Circumferential Road connecting MacArthur Highway to the Angeles-Magalang Road, P644 million; the Angeles City Toll Exit connecting NLEx and SCTEx, P212 million; West Circumferential Road to East Mega Dike, P67.9 million; and the widening of the Philippine Export Zone Road and construction of the Angeles-Magalang Road to the East Circumferential Road, P66 million.

In addition to this, Pamintuan said the city government is also planning to construct a new city hall building that will have a multi-level steel parking and sports complex.

All these projects add up to more that P3 billion, Pamintuan said.

“Sa kasaysayan po ng ating syudad, ngayon lamang tayo magkakaroon ng ganitong karaming malalaking proyektong pang-imprastruktura na halos sabay-sabay na ipapatupad sa susunod na taon (In the history of our city, it is only now that we will have all these big and numerous infrastructure projects that will almost be implemented simultaneously next year),” Pamintuan said.

“Siguro naman po, kung susukatin ako batay sa mga imprastruktura, hindi naman siguro tayo dehado (Maybe if I will be measured based these infrastructure projects, I won’t be the underdog),” he said.

The mayor said the infrastructure projects are important to the city because of the decongestion of Metro Manila, development of Clark, and the Clark International Airport which is led by Alex Cauiguiran. There is also the high-speed train that will connect Metro Manila and other places under the “Build, Build, Build” program of the administration, he said.

Because of these, more businesses are expected to come into the city that will eventually generate more employment opportunities and lend improvement to the city and the livelihood of the people, Pamintuan said.

“Nagpapaalam na po ako bilang inyong mayor, ngunit hindi naman ako lalalayo. Hindi ko pa kayo iiwan (I am bidding goodbye as your mayor, but I won’t be far. I will not leave you yet),” the mayor said.
