    Submit low cost irrigation rehab plans

    CABANATUAN CITY – Agriculture Sec. Proceso Alcala has urged regional irrigation managers to come up with cheaper but effective rehabilitation programs of major irrigation system in their respective areas to sustain rice sufficiency projection for 2013.

    In his first official visit at the National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS) office here recently, Alcala told regional managers that alternative repair projects of lower cost will get a better chance of approval.

    This, even as the agency allocated 37 percent or P12. 79-billion of its 2011 budget for NIA’s local and foreign-funded projects.

    He also urged NIA officials to guard agricultural lands from conversion especially when it will cause cut off water supply to lower areas.

    For his part, Gov. Aurelio Umali said the local government would come up with a legislated land use and zoning plan that any incumbent government will be forced to follow. 

    The government expects produce over 21 million metric tons (MT) or 13.7-million MT of rice by 2013 to attain 100 percent self-sufficiency.

    “Let’s do our repair and restoration works at the most cost-efficient way and subsequently deliver the needed irrigation water to additional farmlands,” the DA chief stressed.

    “Kailangan nating ibalik ang tiwala ng taumbayan sa gobyerno. Ang taumbayan po ay naghahanap na ng resulta (We need to regain the people’s trust on our government. They are now expecting results),” Alcala said.

    He vowed to conduct personal inspection and strengthen feedback mechanism on implemented projects.
