Council seeks House inquiry on CDC

    ANGELES CITY – The Clark Development Corp. (CDC) may be in for more rough sailing with the approval of its “one-sided” Capilion Corp. Pte. Ltd. project at the main gate of the adjacent Clark Freeport.

    This time, the sangguniang panlungsod (SP) has passed a unanimous resolution seeking a congressional inquiry on why the CDC has approved two projects at the main gate of the freeport, an area described by the SP as a “no-build zone.”

    This developed in the wake of CDC’s adamant position to push through with its Capilion project and Honda Cars Philippines’ showroom and service center at the main gate of the freeport without public consultation, hearing or bidding.

    On Tuesday, the SP passed a unanimously approved resolution “requesting the House of Representatives thru the Honorable Representatives Oscar Rodriguez, Roseller Guiao, Rimpy Bondoc, Noel Villanueva, Susan Yap Sulit and all members of the Central Luzon bloc to introduce a resolution in pursuit of an investigation of the construction of Capilion in a no build zone inside the Clark Freeport.”

    The SP resolution said “the present administration of the state owned CDC entered into a lease agreement for 25 years with a possible extension of another 25 years with Capilion, a Singaporean company in a no build zone near the former main gate of Clark Freeport.”

    It also said “the 3. 8 hectares where several infrastructures to be built was already carved out by virtue of R.A. 9400 and no longer under the territorial jurisdiction of CDC but now part of Angeles City” and “freed by several master plans, undertaken in previous administrations of CDC.”

    The SP pointed out that the disputed area “based on previous master plans was reserved for future use as an inter- modal train station for a railway system that will connect the planned Clark International Airport as an international gateway into the main rail system.”

    It said “the establishment of several tall buildings in that no build zone will restrict the growth of Clark International Airport” since “the establishment of buildings in the said area will contribute to the already the monstrous traffic jams almost daily being experienced by commuters on the nearby, particularly Don Juico Avenue, Fields Avenue that extends up to Macarthur Highway.”

    The SP resolution was sponsored by Councilor Max Sangil who also sponsored Resolution 7184, Series of 2015 on June 2 expressing vehement opposition to any construction in the said disputed area at the Clark main gate.
