Clean-up drive

    Yes, there is an ongoing clean-up drive at the Angeles City government. But no, it has nothing to do with sanitation or environmental protection. The new administrator, Mark Allen Sison seems to be starting a “clean-up” within the ranks of the city personnel. He is only a week in office and it seems like he has a tall order to facilitate the clean-up to select the only “True-Blue” or TB candidates. Those identified, associated, hired, promoted or in communication with his predecessor, Dr. Irineo “Bong” Alvaro, are now being stripped of their “powers” or authority and would most likely be stamped “floating” until 2010.

    Who said nothing was lost between Mayor Francis “Blueboy” Nepomuceno and Alvaro? Who said they parted in good terms and carries no baggage against each other? Who believe that? I don’t.

    Sison’s clean-up drive is actually a proof that Alvaro and anything connected to him at the city hall must go, go, go. You don’t need a bachelor’s degree to READ that. Heard about Ed Sibug? Or Dax Seneres? And a lot more. People are starting to fear they will be next in the line. Seneres was already removed as supervisor of the city slaughterhouse. His “authority” was already returned to the new city veterinarian. What a pity.

    Talks are also circulating that a lot of new faces are now being placed everywhere are being hired as job orders and casual employees apparently to replace those hired during the term of Alvaro. And permanent employees identified with the former administrator may not be sacked but re-assigned to where, only Sison knows.

    The question now is, “Is this necessary?” The next question is, “Is it fair”? And the third question is, “Is the city government has enough income to cover another possible bloat on its human resource?”

    Is it necessary? It depends on the perspective of Nepomuceno, of course. To establish the necessity of the clean-up, it is important to determine the root of Nepomuceno and Alvaro’s break-up. Others say it is a simple “Box-out” story. Remember that Nepomuceno and Alvaro are not natural allies. It is common knowledge that Alvaro belongs to the political wing of Sec. Edgardo Pamintuan, a former mayor of Angeles City. During the term of then Mayor Tarzan Lazatin, the Pamintuan group composed of Alvaro, Susan Pineda and Alex Cauguiran allied with the Nepomuceno team.

    So going back to the box-out story. It is only logical that Nepomuceno’s most loyal ally and nine-year executive aide in the House of Representatives, Sison, could not work very well with Alvaro sitting as the city administrator. There were stories told that during Alvaro’s term, the two usually differ in decisions and are given different “tasks” by the mayor. So there you have it, Alvaro’s resignation could be a result of a long animosity between the two until one day, something came up and it could have been used against him.

    The next story is related to the 2010 elections. This is the “Box-ing” story. Remember that Alvaro is a close ally of Pamintuan and talks have it that the latter will have a comeback in the 2010 elections. Should the rumors be true, then Nepomuceno will be facing a tough fight for his re-election. Considering that Pamintuan is a former city mayor and holds several national key positions, his history and popularity threatens Nepomuceno. Thus, there is a need to check the loyalty of Alvaro. And all other close to Alvaro for that matter.   

    But all of these are logical speculations based on true stories and talks going around the city hall. I am not saying though that they have no truth in it but rather, they might be the real “missing truth” amid all of the brouhaha at the city government. It is up to the readers what they would believe. Alvaro said he has no ill-feeling against Nepomuceno for leaving the city hall and so thus the mayor. But why clean-up the house? Why start removing job orders and re-assign permanent workers close to Alvaro?

    Or maybe the Nepomuceno team is cleaning-up early for the 2010 elections, making sure that everyone at the city hall will be “loyal” to the administration minus any possible sabotage?

    Whatever the reason is, still the questions stand. Is it necessary? Maybe yes on Nepomuceno’s part but not on the perspective of an objective leader. If an employee is performing well and doing his job at the city hall, why remove him? Is it fair? No. Not to the employee and not to the taxpayers. Why? It is because we pay enough taxes to shoulder the salaries of about 1,500 permanent, casual and job order employees at the city hall and we don’t need more. But as things unfold, the administration is hiring more. And given the possible deficit this city is facing due to alleged over expenditure, I believe the city cannot afford to cover more salaries and bonuses. Nadedelay nga ang sahod ng mga permanent employees di ba?
