Capitol, OWWA, DOLE, other agencies ink MOA on anti-illegal recruitment

    CITY OF SAN FERNANDO – The Pampanga Government and partner national government agencies inked yesterday the Anti-Illegal Recruitment and Trafficking in Persons (AIR-TIP) memorandum of agreement (MOA).

    Governor Lilia “Nanay” Pineda together with Department of Labor and Employment (DOLE) Region III Director Ana Dione and Overseas Workers Welfare Administration (OWWA) Region III Director Ma. Lourdes V. Reyes led the signing of the MOA during the kick-off of the ‘446TH Aldo Ning Kapampangan held at Capitol Grounds.

    Partner agencies who signed the MOA are Philippine Overseas Employment Administration (POEA), Technical Education and Skills Development Authority (TESDA), Department of the Interior and Local Government (DILG), Criminal Investigation and Detection Group (CIDG), Department of Justice (DOJ), National Bureau of Investigation (NBI), Bureau of Immigration, Clark International Airport Corporation (CIAC), Department of Social Welfare and Development and Department of Foreign Aff airs.

    The MOA recognized the campaign against illegal recruitment in the community about overseas employment and its potential and risks, government programs and services, the legal channels on applying for overseas employment including procedure and requirements necessary for information.

    Governor Pineda expressed alarm to the Kapampangans who fall victims of illegal recruitment noting the effects on labor mobility and added that it has become a serious and general concern of the government.

    “Alam niyo ba na marami sa ating mga Kabalen ang nabibiktima pala ng illegal recruitment? Kailangan matulungan natin sila para malaman nila ang tamang proseso,” the governor said.

    With this, LGUs shall regularly update list of licensed agencies and entities including those whose licenses have been cancelled.

    The MOA aims to strengthen and expand the law enforcement coordination and cooperation in promoting rights and welfare of the public.
