Capas rid of 10 most wanted criminals

    CITY OF SAN FERNANDO — Tarlac police director Senior SupT. Alex Sintin has lauded the police force of Capas town for successfully arresting all 10 most wanted criminals in their municipality.

    Sintin cited a report from Capas police head SupT. Jesus Rebua which enumerated the 10 most wanted ncriminals arrested within the third quarter of this year.

    “First to fall was murder suspect Marvin Guieb Quijano, 31, married of Sitio Bilad, Brgy O’Donnell, Capas, Tarlac. He was arrested in General Tinio town, Nueva Ecija,” Rebua reported.

    Rebua said “this was followed by the arrest of Quijano’s brother Mariano Guieb Quijano, listed as Number 1 in the municipal Top 10 Priority Target, who was nabbed in the hinterlands of Sitio Caguing,Barangay Maruglo, Capas, after almost a month of stake out by the police.”

    The Quijano brothers were wanted in the brutal murder of their neighbor Ernie Galang on December 25, 2009.

    Also arrested were carnapping suspects Albert Siapo Salunga and Benedict Castro Mercado, ranked as Number 3 and 4 most wanted, respectively, Rebua said.

    He also identified the other arrested criminals as Annalyn Salazar Pabustan, Florencia Adona Panaligan and Daniel Esposo Guevarra, listed as Numbers 5, 6 and 7 most wanted, respectively, for separate charges of qualified theft committed in 2013 and last year.

    “Edward Miclat Galang, Anthony De Dios Ponce and Bonifacio Cunanan Bognot Jr were also separately arrested for their cases of theft filed before Regional Trial Court of this town,” Rebua said.

    “This notable accomplishment (of the Capas police station) is a result of the successful implementation of the Oplan Lambat Sibat”, said Sintin.

    The PNP Oplan Lambat-Sibat is a “focused anti- criminality strategy aimed at drastically reducing crime incidents”. It requires all police stations to arrest at least 50 percent of municipal top 10 priority target within a given fiscal quarter, Sintin explained.

    Police chiefs are relieved from their post if they fail to arrest any of their listed top 10 targeted personalities within each quarter, he noted. To date, at least five chiefs of police in Region 3 were already relieved for failure to comply with the oplan.

    Rebua noted that “the successful arrests of all of our Top 10 wanted persons were led by SPO4 Elmo Ngangac” .

    “As of the present, no person is wanted by law in Capas,” he boasted.
