ANGELES CITY — “This is an insult to the dedication and hard work of our
vaccinators in prioritizing the safety of our kababayans. Ikinalulungkot ko po na
nangyari ito.”

Thus, with a mixture of sadness and indignation, Mayor Carmelo “Pogi” Lazatin,
Jr. decried the issuance of falsified vaccination cards by a city hall employee that
led to her arrest.

Based on a complaint filed by an authorized staff-encoder at the city
government’s Covid-19 database center, Janine Lising, 21, assigned at the city
environment and natural resources office, was arrested and temporarily detained
at Station 3 of the Angeles City Police Office for “Falsification of Public
Documents.”

In his affidavit, complainant Patrick Dimal, said that on Aug. 18, vaccination cards
with fake signatures and license numbers allegedly produced by Lising came to his
attention. He immediately sought the assistance from ACPO Station 3 led by Maj.
Rammel Ebarle.

Dimal said he coordinated with the vaccinators whose alleged signatures and
license numbers were used in the fake vaccination cards, namely Glenda Aromin
and Anna Unika Marieya Cabigting who after verification said the signatures were
not theirs.

In his letter to Station 3, Dimal gave the names of 13 individuals who, he said,
were issued the fake vaccination cards as “there are no records of their
vaccination at the Angeles City Covid Database Center.”

“Please also note that the Gender and Development Office is in charge with the
uploading of the vaccination records to the DICT portal,” it added. “The
vaccination cards [of the above] were confiscated by the undersigned staff of the
Gender and Development Office.”

Lazatin issued a stern warning to other employees against committing
irregularities, urging them to strictly abide by ethical standards for public
servants.
