CLARK FREEPORT— The Clark Development Corp. (CDC) has reinforced its aviation support measures as 138 new pilots graduated from CAE Philippines, entering an industry challenged by volatile fuel markets and global uncertainty.

CDC president and CEO Atty. Agnes VST Devanadera, speaking at the 13th Commencement Exercises on April 18 at Clark Marriott Hotel, cited the suspension of the onepesoperliter royalty fee on petroleum deliveries and direct engagement with fuel providers to ensure supply reliability.

“You have the greatest challenge because you are to move the goods, the services, and the people. As you fly, everybody’s life depends on you,” she told the graduates.

She noted that fuel remains a major cost driver in AsiaPacific aviation, where reliance on longhaul connectivity and imported fuel heightens exposure to global disruptions.

“The problems of the world are actually affecting the aviation industry. And the aviation industry, when it stops, or when it gets affected, the economy also gets affected,” she added.

The CDC chief further highlighted Clark’s position as a convergence hub of infrastructure, industry, and talent, currently hosting more than 1,230 locators and employing over 151,000 workers—reflecting the broader ecosystem that supports aviation and related industries.

“Go ahead and tell people how good it is to be in Clark. Go ahead and tell people that they can always come here, that we have big spaces. We have more than 2,000 acacia trees. These are all conducive to having a good life,” she said.

CAE Philippines, a joint venture between Cebu Pacific Air and CAE, Inc. (formerly Canadian Aviation Electronics Ltd.), continues to expand Clark’s role as a hub for aviation training and industry support. CDC-PR
