On behalf of Mayor Lazatin, Executive Assistant IV Reina Manuel and Angeles City Human Resources Management Officer Rowena Yambao received the Bronze Award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) from the Civil Service Commission (CSC) on Aug. 24, 2021 at the Sangguniang Panlungsod Session Hall.


 

ANGELES CITY – The local government here, under the leadership of Mayor Carmelo “Pogi” Lazatin, Jr., has received the Bronze Award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) from the Civil Service Commission (CSC) on Aug. 24, 2021 at the Sangguniang Panlungsod Session Hall here.

The city government has been cited for its human resource (HR) systems, practices, and competencies, says the CSC.

Mayor Lazatin said this award would serve to provide more opportunities and benefits for the betterment of the City Hall workers and management, while his administration continues to give a high standard of service to Angeleños – one that they truly deserve.

“Hangad po natin ang maayos at sistematikong pangangasiwa gayundin ang seguridad ng mga manggagawang Angeleños pagdating sa mga benepisyo, lalo na sa kanilang serbisyo sa gitna ng pandemyang COVID-19,” Lazatin furthered.

As a PRIME-HRM Bronze Awardee, the Angeles City government is granted privileges such as authority to approve appointments, subject to post audit; 20 percent (20%) discount for the HRMO or Agency Representative on trainings/conferences conducted by the Civil Service Institute; endorsement or recommendation for scholarship grant offered by other institutions; nomination to CSC’s Certification Program for HRMOs subject to the guidelines to be issued by the Commission; exclusive membership to community of learners who shall have access to digital leaning resources and other developmental opportunities subject to the guidelines to be issued by the Commission; announcement of the agency’s programs/projects bureaucracy-wide through the CSC website; and, other benefits that the Commission may approve in the future.

It can be recalled that last May 12, Executive Assistant IV Reina Manuel, on behalf of Mayor Lazatin, has received the said award from CSC Pampanga Field Director Emily Reyes via online ceremony, delivering the sincerest gratitude of the city government for the award as well as the CSC’s continuous support to the local government of Angeles City.

For her part, Angeles City Human Resources Management Officer Rowena Yambao shared that with the Bronze Award, the city reached Level II out of IV based on the CSC maturity indicators of the following four core HRM systems – Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition.

“With Level 2, it means that our HRM processes are guided by a set of defined and documented standard operating procedures responsive to the agency’s unique needs, and automation is being used to a certain extent,” Yambao explained.

Mayor Lazatin meanwhile vowed that the city government, in his stint, will continue to improve the quality of service for the good of all Angeleños and the security of welfare of city government workers, especially now under the new normal setting.
