CLARK FREEPORT – The Clark Development Corp. ordered the closure and full lockdown of Fontana Leisure Park here following a raid on a villa illegally operating as a makeshift hospital for Chinese patients.
This, even as the CDC assured Clark stakeholders, the locators, local communities and residents especially, that it will not stop until all those involved are prosecuted and punished.
“This illegal activity not only violates the law, but also poses danger to individuals who potentially need medical treatment for the deadly disease. CDC does not and will never tolerate this inside the Clark Freeport,” a CDC statement said.
On Tuesday, May 19, the Criminal Investigation and Detection Group Regional Field Unit 3, the Food and Drug Administration, and the CDC conducted the raid.
Arrested were two Chinese nationals identified as Mr. Ling Hu, 45, alleged pharmacist and alleged owner and Ms. Seung-Hyun Lee, 38, alleged pharmacist. They were taken to Police Regional Office 3 in Camp Olivas, City of San Fernando.
Police said they would face charges for violation of RA 9711 or the Food and Drug Administration Act of 2009 and violation of RA 2382 or the Medical Act of 1958 for operating a hospital without any permit.
The CDC said that aside from the operators who are now facing criminal charges, it will also “hold into account the management of Fontana for allowing this to happen within their property.”

CIDG deputy director for administration, Brig. Gen. Rhoderick Armamento, described the illegal facilities as exclusively catering to Chinese Covid-19 patients, and cited the imperative that patients who were Covid-19 positive treated there should be traced and found.
