CITY OF SAN FERNANDO – Pampanga mayors “declined with regrets” the invitation of Gov. Eddie T. Panlilio for them to attend the Provincial Development Council meeting today.
In an “open letter” to Panlilio dated Feb. 13, and titled “So the Pampanguenos may know,” Lubao Mayor Dennis G. Pineda, president of the Pampanga Mayors’ League, said the decision not to attend the meeting was “collective.”
Titled “So the Pampanguenos may know,” the letter “hoped our people will be enlightened to better understand the issues behind the delay of the projects and our non-attendance of the 2009 PDC meeting on Feb. 17.”
A mayor who requested anonymity as he was not authorized to speak on behalf of the PML nevertheless told Punto! that it was “useless for the mayors to attend the PDC meeting as Panlilio fails to implement whatever is approved there.”
The PML letter reminded the governor of a “similar letter forwarded to (Panlilio’s) office last 30 Oct. 2008, stating our reason for not attending the same invitation.”
The reason cited by the mayors in the previous letter was “the fact that part of the 2007 and the entire 2008 Development Fund are not yet implemented.”
“Wise logic could dictate that it is without basis to propose again for 2009 when 2008 approved projects are not yet implemented, and not to mention, part of 2007 priority projects,” the October 2008 letter said.
In its latest letter to Panlilio, the PML said it had “religiously attended” past PDC meetings, citing those held on Nov. 23, 2007 and April 3, 2008 where the PDC approved the proposed budgets submitted.
“To the dismay of the PML and its constituents, none of the 2008 infrastructure projects for the entire province were implemented, taking into consideration that these were approved on April 3, 2008 and (Panlilio’s) attention was called to implement said projects as early as Oct. 30, 2008,” the letter said.
In an apparent bid to escape blame for their non-attendance, the mayors said that “the PML had displayed its willingness to contribute and be a partner to the growth and development of Pampanga as manifested by the swift approvals of the 2007 and 2008 proposed annual development and investment plans of the governor and will always maintain that position.”
“However, our people hope and dream the realization of important infrastructures promised to them long ago and we would like to request the provincial leadership to implement the said projects before we deliberate the proposed 2009 development and investment plans in the PDC,” the mayors furthered.
Calls to Panlilio for his reaction were not returned as of presstime.
