The Bases Conversion and Development Authority (BCDA) and the Department of Transportation (DOTr) made the announcement in a joint statement on Tuesday.
The firms which submitted the bid documents are China State Construction Engineering Corp. Ltd., China Harbour Engineering Company Ltd., Sinohydro Corp. Limited, the joint venture of Megawide-GMR Infrastructure (Singapore) Pte. Ltd., DDT Konstract, Inc., R-II Builders, Inc., and Tokwing Construction Corp.
Engr. Joshua Bingcang, BCDA chair of the special bids and awards committee (SBAC), said it would conduct the opening, evaluation and deliberation of the eligibility documents submitted on December 5 at the Kalayaan Hall, SM Aura Office Tower, McKinley Parkway, Taguig City.
DOTr and BCDA are giving the public full access of the bidding activities through livestreaming on Facebook.
The broadcast is in line with President Duterte’s firm directive to instill transparency throughout government processes and uphold a corruption-free government, he said.
The technical proposals of the eligible firms were opened on December 7 and are now being subjected to thorough evaluation by the SBAC.
The qualified bidders will then move on to the next phase of the bidding which is the opening and evaluation of the financial documents scheduled on December 14.
The Engineering, Procurement and Construction (EPC) Contract will be awarded to the winning bidder on December 15.
The new terminal building of the CIA will break ground on December 20 at the Clark Civil Aviation Complex in this freeport.
The P12.5 billion project is expected to be completed in 2020. The CIA is pushed as an alternate global gateway in the country which complements other high-impact legacy projects in the Central Luzon region under the “Build Build Build” Infrastructure Program such as the Subic-Clark Cargo Railway, Manila-Clark Railway, and the New Clark City—a smart, green, and modern city that will rise in Capas and Bamban, Tarlac. Just last month, a P839 billion unsolicited proposal was made by the consortium of Filinvest Development Corp. (FDC) and JG Summit Holdings Inc. to develop the Clark airport.
On November 20, the BCDA affi rmed receipt of the multi-billion pesos unsolicited proposal from the consortium which appointed Changi Airport International as its technical partner for the long-term development of the CIA.
The BCDA said it will review the proposal. However, the BCDA has yet to issue a statement regarding the unsolicited proposal.
