    SCADC PROJECTS

    1. Subic Bay Port Development Project – Ito ay isang makabagong daungan ng malalaking barko na pang-internasyonal na kung saan ay pwedeng magdiskarga ng malalaki at mabibigat na containers na naglalaman ng mga goods of commerce and trade. Natapos ang construction ng proyektong ito nuon pang 2007 ng Subic Bay Metropolitan Authority (SBMA). At nuon pa ay ginagamit na ito na daungan ng malalaking barkong pang-internasyonal.

    2. Diosdado Macapagal International Airport Projects, such as: (a) Terminal Radar Approach Control, which was completed by Clark International Airport Corporation (CIAC) in September 2007 “ to optimize, expand and upgrade DMIA’s capabilities in cargo handling and low cost carrier flights”; (b) DMIA Passenger Terminal 1 Expansion completed by CIAC in February 2008 “to expand existing terminal building in order to double its handling capacity”; and (c) DMIA Gateway Project, which is scheduled for completion in 2011, includes the construction of a new passenger terminal building, an additional runway and other auxiliary structures “to complete an airport facility capable of handling even the new generation Airbus 380 and other wide-bodied aircrafts”, upang mapalapit tayo sa layuning maging “world-class and internationally competitive” ang DMIA.

    3. Tarlac-Pangasinan-La Union Toll Expressway (TPLEX) Project – This project, with the DPWH as the implementing agency, will traverse the flatlands of the provinces of Tarlac and Pangasinan up to the hilly terrain of La Union. It will support the projected increase of socio-economic activities in Regions I, III, CAR, and Metro Manila and promote wider dispersal of investments in the areas connected by the proposed toll road. Being connected to the Subic-Clark-Tarlac Expressway (SCTEx), TPLEX will form part of the tollway network in Central Luzon and will serve as a gateway to North Luzon.

    The TPLEX Project is a high-speed, controlled access, divided highway on the embankments. The Project includes: (a) Construction of an 84.5 km. two-lane Portland Cement Concrete Pavement (PCCP) with asphalt overlay, including 28 bridges and appurtenant structures; (b) Construction of seven (7) interchanges, fifteen (15) overpasses, twenty-four (24) farm crossings and nine (9) toll plazas; (c) Installation of toll collection equipment and facilities; (d) Provision for safety monitoring facilities; and (e) Construction of administrative and control buildings, depot, and other structures necessary for toll operation and maintenance.

    Phase 1 of the Project covers 48 kms passing Tarlac, Victoria, Gerona, Paniqui, Moncada, up to Carmen Rosales. Construction of 18 kilometers of road up to Gerona will start this coming April; construction of the rest of Phase I will commence soon thereafter.

    Phase 2 covers 40 kms, from Carmen Rosales, passing Urdaneta, Pozzorubio, up to Rosario, La Union.

    4. Pampanga Interchanges: The Panday Pira Access Road has been completed. and long been in public use. The Clark South Interchange (Omni Clark) will be opened on February 23, 2009. This will shorten travel time from Clark to Subic, or vice versa, to 20 minutes, or twenty-five minutes at most. The Hacienda Dolores (Porac Interchange), and Floridablanca Interchange will be completed before the onset of the rainy season in June this year. The implementing agencies are the Bases Conversion Development Authority (BCDA) and DPWH. President Arroyo announced in her 2007 State of the Nation Address that an interchange shall be constructed for the town of Porac. Construction of the interchange is on-going and will be finished before the onset of the rainy season in June this year.

    It will be recalled that the cataclysmic eruption of Mt. Pinatubo in June 1991 and the subsequent onslaughts of lahar floods have brought massive destructions and devastations in most parts of Pampanga, that rendered large swaths of land in the province economically unproductive. Now, with the immediate construction of Hacienda Dolores Interchange, recovery is forthcoming soon and the expected development will boost directly the economy not only of the host town of Porac but also the adjacent agricultural territories in western Pampanga (Floridablanca, Sta. Rita and Guagua) The construction of these interchanges will definitely accelerate the recovery and rehabilitation of various deserted lands into productive mixed-use land developments that will surely contribute to the development of the Subic-Clark Corridor as a viable international logistic hub.

    I must say that even now, my office at SCADC is nearing completion of the study of a CONCEPTUAL LAND USE PLAN (CLUP) precisely to hasten the social and economic recovery and development of the various towns and cities and provinces transversed by the Subic-Clark-Tarlac Expressway (SCTEx) . The CLUP study will be finished this April, in anticipation of the expected completion of the interchanges this June.

    Sa susunod na Agyu Tamu article, dadako naman tayo sa mga infrastructure projects sa Luzon Urban Beltway Super Region from Southern Luzon through the National Capital Region all the way to Northern Luzon at makikita ninyo kung papano ikinunekta sa pamamagitan ng infraistrakturang kalsada ang South China Sea sa Pacific Sea, at mga iba pang pagkukunekta sa pamamagitan ng pagtatayo ng seaports at airports sa iba’t-ibang bahagi ng kalawakang Luzon.

    There are 44 infra projects in the Luzon Urban Beltway Super Region whose completion on or before 2010 President Arroyo has asked me to closely monitor and oversee to make sure that this important portion of her legacy project is actually finished as scheduled.
