DTI Aurora Trains LGUs on Calibration and Fuel Pump Testing

The Consumer Protection Division of the Department of Trade and Industry (DTI) Aurora, in partnership with the Provincial Government of Aurora, successfully conducted a two-day training on the Calibration of Weighing Scales and Sealing and Testing of Fuel Dispensing Pumps on April 21–22, 2026, at the Capitol Training Hall in Baler, Aurora.

The activity gathered 32 participants composed of representatives from Local Government Units (LGUs), particularly personnel from Municipal Treasury Offices, Business Permits and Licensing Offices (BPLOs), and Market Offices, as well as members of the Local Price Coordinating Councils (LPCCs) across the province.

The training aimed to enhance the technical competencies of LGU personnel in ensuring the accuracy of weighing scales and fuel dispensing pumps, in line with the provisions of Republic Act No. 7394, or the Consumer Act of the Philippines, and existing Philippine National Standards (PNS).

Resource speaker Engr. Norlito Tiglao of DTI Regional Office III led the training, delivering comprehensive discussions and hands on demonstrations. This was followed by field visits to the Baler Public Market and two gasoline stations in Baler, giving participants practical experience and a better understanding of standard procedures in weights and measures regulation.

Participants were equipped with essential knowledge and practical skills on proper calibration procedures, inspection techniques, sealing methods, and compliance monitoring. The sessions also covered the identification of violations and the appropriate enforcement measures to uphold fair trade practices and protect consumers from deceptive and unfair business practices.

Meanwhile, DTI Aurora Provincial Office highlighted the importance of conducting the training, which served both as refresher for previous participants and a learning opportunity for new ones. 

“This training is a long-overdue need of the LGUs and is timely in capacitating LPCCs to be able to respond effectively to the present crisis. Through this initiative, LGU personnel are ensured to remain competent and up-to-date in implementing weights and measures regulations,” PD Veneracion mentioned. 

Through this initiative, DTI Aurora continues to strengthen its collaboration with LGUs and partner agencies in promoting consumer welfare, ensuring fair and transparent market transactions, and reinforcing local capacity to effectively implement regulatory functions.
