ANGELES CITY – The Association of Barangay Captain (ABC) president and 22 other village chiefs here have asked Mayor Francis “Blueboy” Nepomuceno  to release their tax shares amounting to about P12 million due to “deep urgency and need.”

“Our barangays are incapable to fully deliver basic services to our constituents due to the non-release of our tax credit for December 2007 and Real Property Tax (RPT) share for the 2nd and 3rd quarter of this year,” said ABC President Robin Nepomuceno and 22 other village chiefs. Robin, who is also the village chief of Barangay Cutcut, is also the elder brother of the mayor.

“Our group is contemplating on taking legal action on this matter but will in the meantime wait for your resolute intervention,” they said in a letter dated November 18 which was coursed through City Treasurer Juliet Quinsaat.

Signed by all 23 village chiefs, the letter also said that: “This sentiment has been relayed to proper agency concern but to no avail. We bring this concern to your kind office for possible intercession. We believe through your valuable support and leadership we can resolve this.”

Meanwhile, during the city council’s special session on November 24,

Assistant Treasurer Eden Sangalang said that they have used the barangay’s tax share to pay the city’s arrears on garbage amounting to at least P12 million.

Asked to comment about the issue, City Administrator Ireneo “Bong” Alvaro said “as usual, we are too tide up to pay all our statutory obligations because it’s the end of the year and we have so many obligations.”
