SP cites Singian

    CITY OF SAN FERNANDO – The pet peeve of the governor is the pampered pet of the provincial board.

    Senior Supt. Keith Ernald Singian, whose ouster from the provincial police office was sought by Gov. Eddie T. Panlilio from his very first day at the Capitol, has been given recognition by the sangguniang panlalawigan “for his invaluable development contributions to the Province of Pampanga” in his watch as police director from January 2007 to February 2009.

    Though Resolution No. 1500 was passed on March 3, 2009, it was only at Tuesday’s SP regular session that it was formally handed to Singian.

    Singian was recognized for his achievements in crime prevention, anti-drug campaign, anti-insurgency and service delivery.

    The resolution cited Singian for “the neutralization of kidnap-for-ransom gangs and raids in shabu laboratories in Floridablanca and Dau, Mabalacat that greatly diminished the nefarious drug trade in the province, if not in the whole region.”

    It was also under Singian’s watch, the resolution said, that “what remains of the insurgency movement” further suffered a “major setback” with the confiscation of a large cache of arms from the Rebolusyonaryong Hukbong Bayan.

    The SP also took notice of the Pampanga police office – under Singian – earning the distinction of being the Provincial Police Office of the Year for 2007 and 2008 on the whole Central Luzon.

    Cited as Singian’s “legacy that will positively mark (his) Pampanga directorship” was the establishment of www.pampangapolice.com, “designed to enhance the provincial police’s image as ready-to-serve unit and deliver an abundance of information about the police force.”

    “In effect, our recognition of Singian gives a total negation to all the outbursts of Panlilio against him,” Senior Board Member Cris Garbo said, adding: “Singian’s outstanding performance makes him a damned good officer and gentleman. No and’s, if’s or but’s.”

    Panlilio has accused Singian of inefficiency in containing what the governor said was “pervasiveness of jueteng” in the province and constantly lobbied for his ouster.

    Last January, Panlilio denounced the then- Pampanga director and the whole provincial police force for being “inept and incompetent” in the wake of the so-called “Capitol siege” wherein truck drivers protesting provisions of the anti-overloading ordinance along with the long-protesting dismissed quarrymen of the Biyaya a Luluguran at Sisiskapan (Balas) stormed the Capitol building and pounded on the doors to the offices of Panlilio and his administrator Atty. Vivian Dabu.

    Singian relinquished the Pampanga police directorship to Senior Supt. Gil Lebin, Jr. in early February. He has since been named chief of directorial staff at the regional police office in Camp Olivas.
