STA. RITA, Pampanga – Transfer certificates of title were awarded to 342 member-beneficiaries from five homeowners’ associations in Pampanga and Bataan by the Social Housing Finance Corp. during its largest-ever title awarding ceremony, held here on June 11.
The title distribution was implemented under SHFC’s Community Mortgage Program, a key component of President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which is being carried out by the Department of Human Settlements and Urban Development.
DHSUD Secretary Jose Ramon Aliling and SHFC president and CEO Federico Laxa with Mayor Reynan Calo personally handed out the titles which officially made the beneficiaries owners of the have long called home.

The new title holders are from Virgen Delos Remedios Homeowners’ Association, Inc. (HOAI) Phase I and Phase II, located in Barangay Dila-Dila, Sta. Rita; St. Rosary Village HOAI, located in Barangay Del Rosario, City of San Fernando; Bagong Diwa Homeowners’ Association, located in Barangay Pulong Bulo, City of San Fernando; and Bataan Holy Land HOAI, located in Balanga City, Bataan.
Held on the eve of Independence Day, the ceremony symbolized a different kind of freedom—liberation from uncertainty over land tenure and fear of displacement.
“Sa wakas, ito na ang pinakahihintay ninyo, ang pagbibigay ng pinakamimithi ninyong titulo para sa mga lupa ninyo. Ito po ang pangarap ng lahat para sa inyong pamilya, sa mga anak ninyo, at sa mga susunod na mga henerasyon,” said Laxa in his message to the recipients.
For his part, Aliling emphasized that the awarding of land titles represents more than the transfer of ownership documents, but the realization of their dreams also to secure a place they can truly call their own.
“Sa ilalim ng Expanded 4PH Program, hindi lamang tayo nagtatayo ng mga bahay at komunidad. Tinutulungan din natin ang ating mga kababayan na magkaroon ng katiyakan sa kanilang paninirahan. Ang pagkakaroon ng titulo ay nagbibigay ng seguridad at dignidad sa bawat pamilyang benepisyaryo–kaya ating pinalawak ang 4PH, alinsunod sa utos din ni Pangulong Marcos Jr.,” enthused Aliling.
Mayor Calo expressed his appreciation for DHSUD and SHFC’s efforts in helping his constituents gain access to affordable housing and land ownership. “Sa wakas po ay may solusyon na at masaya na po ang aking mga Cabalen na mabigyan na po ng titulo ang kanilang mga lupa.”

Elizabeth Soliman, President of Virgen Delos Remedios HOA Phase I, thanked the national government for the fulfillment of their long-held dream. “Ngayon po ay isang napakahalagang araw para sa lahat matapos ang mahabang panahon ng paghihintay, pagsisikap at pagtitiyaga, nandito na tayo sa katuparan ng isa sa mahalagang pangarap ng bawat pamilya – ang pagkakaroon ng sariling titulo sa lupang kinatatayuan ng ating tahanan.”
