PGT, BCDA ink MOA for NCC development

THE development of the New Clark City [NCC] into a major metropolis was boosted further last December 23 with the signing of a Memorandum of Agreement [MOA] between officials of the Provincial Government of Tarlac [PGT] and the Bases Conversion and Development Authority [BCDA].

The signing, undertaken at the VIP room of the newly built Athletic Stadium, the main hub of athletics event during the recently concluded South East Asian Games, was between Tarlac Governor Susan Yap and BCDA President and Chief Executive Officer Vivencio Dizon.

The New Clark City is envisioned to become as the new site of Tarlac’s institutional facilities, particularly the 52-hectare are in Capas town where the stadium was built.

Dizon and Gov. Yap agreed to push investment opportunities in the province, although a five-hectare area will be retained by the BCDA where the proposed National Government Administrative Center will soon rise.

Governor Yap in her opening message said that Tarlac is honored to be part of the biggest development undertaken by the Duterte administration.

“Truly this [the agreement] is a very Merry Christmas for the people of Tarlac…finally, that we are placed in the center of the biggest hub in Central Luzon, the most vibrant place in Central Luzon and to be a part of it and to be in it is such an honor and a privileged to all Tarlaqueños,” she said.

Gov. Yap added that, “The outpouring of investment of the national government in the region is such a welcome opportunity for us. For Tarlac who has been in the crossroads of all the development…kadalasan naiiwanan kami because as I said before, we are just a pass-through for people travelling to the north no one stayed behind. But this time, there is a reason to see the beauty of Tarlac.”

In his speech after the signing, Dizon said the development of these lands would spur the growth of investments in the province and create a hub for trade and industry.

The grand plan is to transform a 9,450-hectare land in Capas into a planned metropolis that can accommodate up to 1.2-million people and a host of projects.

Cong. Yap for his part thanked the vision and actions of the present administration.

“We are elated with the pace that President Vince has shown with regards to needs of the province of Tarlac,” Cong. Yap said.
