CITY OF SAN FERNANDO – The parking crisis at the sprawling regional government center in Barangay Maimpis here is being blamed squarely to the order of officials of the regional office of the National Economic and Development Authority (NEDA).

Filipino citizens seeking birth certificates, marriage contracts and other such documents at the Philippine Statistics Authority (PSA) regional office are at a loss on where to park their vehicles with most of them coming from different provinces in the region.

Edgardo G. Pare, PSA Central Luzon regional director, said the PSA averages 1,500 visitors and 5,000 transactions daily.

On Monday, a barangay tanod was diligently guarding the open space area near the PSA which was cordoned off with barbed wire to prevent vehicles from parking in the area.

“I was surprised to see it cordoned off this morning,” Pare said.

Eddie Gutierrez, barangay tanod of Barangay Maimpis, said he is just following orders from the barangay captain who in turn was following the order from the NEDA regional office in preventing vehicles from parking in the area.

Gutierrez pointed to the vicinity of the Land Bank of the Philippines where vehicles could be parked which is some distance from the PSA.

But Pare said Land Bank might also prevent vehicles from parking within their vicinity.

Vehicles seeking registration at the adjacent Land Transportation Office (LTO) were parked on both sides of the main road constricting the fl ow of traffic.

The billowing dust and litter in the vicinity compounds the woes of Filipino citizens wanting to do business at the regional government center.

“The government is inutile, there seems to be no order. Nobody is in charge,” were most of the complaints.

Senior citizens are the ones adversely affected as they have to walk under the hot sun and in billowing dust from where they parked their vehicles some distance away to reach the PSA.
