CITY OF SAN FERNANDO — The Sangguniang Panlalawigan of Pampanga has officially declared the whole province under a state of calamity on Aug. 12, in response to the widespread and severe effects of the enhanced southwest monsoon.
The declaration was approved through Provincial Resolution No. 10524, following the recommendation of the Provincial Disaster Risk Reduction and Management Council under Resolution No. 06, Series of 2026, amid prolonged and torrential rainfall that has caused extensive flooding in several high-risk municipalities and barangays, displaced thousands of residents, disrupted livelihoods, and damaged agricultural areas and community infrastructure.
Based on the latest Provincial Disaster Risk Reduction and Management Office (PDRRMO) Situational Report, as of 12 noon, Aug. 12, a total of 269,775 families, or 860,076 individuals, have been affected by the inclement weather.
The latest assessment also recorded 297 flooded barangays across 17 local government units, while 7,731 individuals have been displaced and evacuated from affected communities.
Damage to the agriculture sector has exceeded P505 million, affecting approximately 3,787 farmers and fisherfolk throughout the province. The updated figures underscore the continuing impact of the prolonged southwest monsoon rains and the urgent need to sustain emergency response, relief operations, and recovery efforts in affected communities.
In response to the immediate needs of residents, the Provincial Government of Pampanga, under the leadership of Gov. Lilia “Nanay” Pineda and Vice Gov. Dennis “Delta” Pineda, has begun distributing food packs provided by the Department of Social Welfare and Development to more than 25,000 families severely affected by the weather disturbance in the province’s 4th District.
The ongoing relief distribution forms part of the provincial government’s broader emergency response efforts to ensure that families in heavily affected communities receive timely food assistance and other essential support while flooding and adverse weather conditions continue to disrupt daily life and livelihoods.
The declaration of a state of calamity authorizes the utilization of the Provincial Disaster Risk Reduction and Management Fund, including the Calamity Fund, and enables concerned provincial offices, local government units, and partner agencies to immediately undertake emergency response, relief, recovery, and rehabilitation measures. It likewise provides the necessary legal basis for the implementation of applicable emergency measures, including the mobilization of resources and mechanisms aimed at protecting affected communities and facilitating the prompt delivery of essential assistance.
The sangguniang panlalawigan said the declaration shall remain in full force and effect until officially lifted upon the recommendation of the PDRRMC, once conditions have stabilized, basic services have been fully restored, and affected communities have substantially recovered.
