P2-B trans-municipal road tops Pampanga’s P9.2-B infra budget

CITY OF SAN FERNAND0 – Some P9.2 billion have been allocated in 2026 for 230 infrastructure projects in Pampanga, the Department of Public Works and Highways-Region 3 reported at the Provincial Development Council (PDC) special meeting held at the Capitol on April 27.

Presided by Vice Gov. Dennis “Delta” Pineda and attended by local chief executives, the meeting covered projects under the 2026 program across Pampanga ranging from roads and bridges, to drainage and school buildings, multi-purpose halls, hospitals, and other public buildings.

Of the P9.2 billion total, the bulk of P2,092,217,000 was allotted to Lubao-Guagua-Minalin-Sto. Tomas Road traversing the named municipalities.

Four phases of the road project in the Sto. Tomas stretch totaled P906.962 million; three in Minalin with P771.260 million; one in Lubao with P188.286 million; and one in Sasmuan with P229.709 million.

Sto. Tomas also has the biggest allocation at P1.271 billion for 13 projects, including the Sto. Tomas NLEX Interchange at P195.727 million; followed by Lubao with P949.694 million for 20 projects; and Minalin with P832.621 million for nine projects.

The rest of the Pampanga LGUs with their corresponding funding, number of projects, and biggest projects in terms of funding are:

Apalit – P183.814 million for 10 projects. Biggest – Manila North Road rehab at P101.136 million.

Arayat – P221.950 million – 9 projects. Arayat-Magalang Bypass Road at P98 million

Bacolor – P683.526 million – 7 projects. Construction of multi-purpose building in Cabalantian at P500 million.

Candaba – P138.657 million – 14 projects. Construction of Pampanga State University multi-purpose building at P45 million.

City of San Fernando – P728.975 million – 13 projects. Community hospital in Barangay San Isidro at P350 million

Floridablanca – P211.968 million – 18 projects. Replacement of Del carmen Bridge at P39.2 million.

Guagua – P630.912 million – 19 projects. San Fernando-Lubao Road at P102.959 million.

Magalang – P435.932 million – 8 projects. Upgrading drainage Arayat-Magalang-Mabalacat Road at P98 million.

Macabebe – P363.471 million – 11 projects. Pampanga Delta Bridge Replacement Phase II at P137.009 million.

Masantol – P313.111 million – 13 projects. Construction of Masantol Community Hospital at P120 million.

Mexico – P269.027 – 11 projects. Mexico-Angeles Road drainage at P50 million.

Porac – P497.839 million – 10 projects. Porac-Angeles City Bypass Road at P147 million.

San Luis – P187.254 million – 17 projects. Multi-purpose building (municipal hall) at P100 million.

San Simon – P139.721 million – 6 projects. Tulaoc Overpass Bridge across NLEX at P107.800 million.

Sta. Ana – P126.414 million – 4 projects. Sta. Ana-Arayat Bypass Road at P98 million.

Sta. Rita – P68.600 million – 3 projects. San Vicente Bridge at P29.400 million.

Mabalacat City – P712.134 – 9 projects. Concepcion-Mabalacat City Bypass Road at P246.960 million.

Resolutions

The PDC passed Resolution No. 9, Series of 2026, endorsing to the Central Luzon Regional Development Council the list of projects in the Province of Pampanga under the FY 2026 General Appropriations Act which are tagged “For Issuance of Special Allotment Release Order (FISARO).”

Vice Gov. Pineda enjoined the local chief executives as well as civil society groups and even the local residents themselves to actively monitor the projects to ensure proper implementation.

Other resolutions passed during the PDC meetings were: Resolution No. 07, S. 2026 – Expressing support to ProSPER Project (Promoting Sustainability and Productivity for Enterprises Resilient Upscaling) of the Department of Trade and Industry aimed at strengthening the agriculture and fisheries sector; and Resolution No. 08, S. 2026 – Approving the Supplemental Annual Investment Program (AIP) for 2026.
