‘Ondoy’ also derails recount of votes

    CITY OF SAN FERNANDO – Typhoon “Ondoy” also disrupted proceedings over the recount of votes for governor in Pampanga amid the failure of “revisors” affected by floods to beat the 10-day deadline to pool reports of their 21 committees for the resolution of the Commission on Elections’ (Comelec’s) second division.

    “Some members of the 21 revision committees have not yet signed their reports because they, too, were affected by floods,”  Nina Taberna of the Comelec’s Electoral Contest and Adjudication Department (ECAD) told Punto.

    The 21 committees composed of revisors of Gov. Eddie Panlilio and defeated gubernatorial bet Lilia Pineda finished the recount of gubernatorial votes last Sept. 16 and were supposed to pool the results of their tasks within 10 days or up to today, exclusive of non-working weekends.

    Taberna said, however, that as of yesterday, revisors affected by floods have yet to sign committee reports which include not only the results of the recount of gubernatorial votes, but also observations of representatives of both Panlilio and Pineda during the revision process.

    She could not immediately say whether the deadline has been extended.

    The recount was ordered by the Comelec’s second division, headed by Nicodemo Ferrer, based on the electoral protest filed by Pineda who claimed that Panlilio’s camp committed anomalies during the 2007 elections and that her aliases “Nanay Baby”, “Baby”, and “Nanay” were not counted.

    Panlilio, a former parish priest who ran as independent candidate, won over Pineda, who was the bet of the administration Kabalikat ng Mamamayang Pilipino (Kampi), by 1,147 votes.

    Taberna said that last Monday, the second division had already asked for the pooled report of the 21 committees but failed to get this arising from the lack of signatures.

    “The entire report is composed of four volumes comprising of the report of each of the 21 committees which, on the average, made 10 pages of report per precinct. Each committee handled about 223 precincts each,” she noted.

    Taberna also said that the first and second volumes of the report were already submitted to the Comelec’s second division.

    The Pampanga Parish Pastoral Council for Responsible Voting (PPCRV), which was designated by the Comelec to help in the information campaign to make Pampanga folk more aware of the process involved in the recount, noted in its web blog that the pooled report of the committees would be the bases of the second division in deciding on the electoral protest.

    The division, however, would first have to hold a hearing which will enable both the camps of Panlilio and Pineda to raise any point in regard to the revision process done by the 21 committees.

    A resolution and writ of execution to be issued later by the second division, however, can be appealed by either party before the Comelec en banc. The en banc verdict, in turn, can be elevated to the Supreme Court by the losing party, the PPCRV said.
