PASAY CITY – There are more reasons for the oldest state college in Asia to celebrate its 148th founding anniversary on November 17.
The Senate on Monday approved on second reading the proposed law (House Bill No. 6319) converting the Don Honorio Ventura College of Arts and Trade (DHVCAT) in Bacolor, Pampanga into a state university. The proposed law is being authored by Pampanga 3rd District Rep. Aurelio “Dong” Gonzales.
“I am happy because we have worked hard for this,” said Gonzales, whose bill was introduced in the Senate by Sen. Manuel “Lito” Lapid.
“Education is important. It’s your weapon everywhere you go,” added Gonzales in explaining why he had pursued and prioritized the bill.
The third reading is set on November 16, a day before the school celebrates its 148th founding anniversary. It was established in 1861.
DHVCAT President Dr. Enrique Baking, who attended the session with Gonzales, said students and teachers of their school “have more reasons to celebrate their upcoming anniversary.” He added that his speech on November 17 would focus on thanking the efforts of Gonzales.
Baking said some 10,000 students are enrolled at DHVCAT. He added that more students, even those in nearby provinces, would benefit once their school becomes a university.
The senate approved the bill with the following amendments: “Provided, that no degreed program shall be offered without the approval of the Commission on Higher Education before the same shall be approved by its board; The president of the University shall be assisted by the Vice – President/s, who shall be appointed by the board upon recommendation of the president; and the monitoring and evaluation of CHED shall conduct regular monitoring and evaluation to determine continuing compliance with the requirements on university status and in the event that the commission finds that the university does not maintain compliance thereof, it shall submit the appropriate recommendation for the revocation of the university status to the senate committee on education, arts, and culture, and the House Committee on Higher and Technical Education.”
DHVCAT was established on November 4, 1861 upon the approval of its statutes by the Spanish-Governor-General Lemery as “Escuela De Artes y Officios de Bacolor.”
Baking disclosed that DHVCAT was hailed as the oldest trade school in Asia, and one of the oldest scholastic institutions in the country. It was later named after philanthropist Don Honorio T. Ventura of Bacolor. Ventura also became provincial governor and secretary of the interior ministry where he distinguished himself in public service.
