Referring to the NPA as “terrorists” and a “criminal group,” Nolcom identified the victim as councilor Angelo Luis, 56, who was killed in his house in Zone 1, Barangay Awailan in Baggao.
“About 30 fully armed NPA criminals under the Henry Abraham Command, NPA unit operating in Eastern Cagayan, clad in military uniform, murdered Honorable Angelo Luis, 56 year old, married and a Municipal Councilor of Baggao, Cagayan. The killers also robbed four firearms owned by the victim,” Nolcom reported.
Nolcom quoted witnesses as saying that 17 NPA guerillas arrived at about 7 a.m. at the yard of the councilor’s house while he was still in his farm elsewhere.
Four more were in front of the house and another six were at a nearby road where they manned a checkpoint.
When Luis arrived, he was forced into his house by four of the guerillas and shot several times.
After killing the councilor and getting hold of his four firearms, the guerillas fled towards Sitio Kagurongan in the barangay.
Nolcom said the guerillas also scattered leaflets as they fled.
Written on the leaflets were “This is the answer to Duterte’s martial law” and also urged youths to join the NPA under the Henry Abraham Command.
“Nolcom condemns this treacherous act of killing of Honorable Angelo Luis in his very own home as this is only reflects the real intention of the NPA criminal group of sowing terror and instilling fear in society to attain their inhumane and unlawful agenda. This further manifests the NPA terrorists’ total disregard for human rights,” Nolcom said in its statement.
