BALER, Aurora (PIA) — The youth in Barangay Ibona, Dingalan, Aurora will soon gain better access to early learning as the Department of Social Welfare and Development (DSWD) broke ground for a child development center.
Implemented under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) program, the project supports President Ferdinand R. Marcos Jr.’s vision of stronger communities through greater access to education and other essential services.
DSWD Assistant Regional Director for Operations Armont Picena said the facility will give children in Sitio Aves a safe and dedicated space to learn, helping them build a strong foundation during their formative years.
He said the project demonstrates KALAHI-CIDSS’ commitment to social empowerment by bringing essential government services and development interventions closer to grassroots communities.
Picena added that the program follows a people-centered approach that focuses on community needs and ensures development interventions reach beneficiaries at the ground level.
The project is targeted for completion on September 26, 2026.
This facility will serve 72 learners through three daily class sessions designed to accommodate young children in the community.
Meanwhile, Dingalan Mayor Aurora Taay welcomed the project, noting that the facility will help shape not only the learners’ knowledge but, more importantly, their character and values.
Taay said the facility will support efforts to develop positive behavior, good habits, and a strong sense of responsibility among children early on.
She added that investments in early childhood development help create better opportunities for families and strengthen communities long-term.
Aside from the child development center, KALAHI-CIDSS is also supporting the construction of a multipurpose center in the town.
The facility will provide residents with a safe shelter during disasters and emergencies, strengthening community preparedness and resilience.
Through these initiatives, communities in Aurora gain greater access to infrastructure and services that support early development, strengthen disaster preparedness, and promote inclusive local growth. (CLJD/MAT, PIA Region 3-Aurora)
