CITY OF SAN FERNANDO, Pampanga (PIA) — National Economic and Development Authority (NEDA) invites photo enthusiasts to join the Central Luzon Regional Development Plan Photo Contest 2023.
This is part of the Central Luzon Creative Outputs and carries the theme “Socioeconomic Transformation for a Prosperous, Inclusive, and Resilient Central Luzon”.
NEDA Region 3 Policy Formulation and Planning Division Chief Consuelo Tessa Sibal said the contest aims to drum up interest of and support from the general public on the Central Luzon Regional Development Plan (CL-RDP) 2023-2028.
“Specifically, the activity aims to foster a friendly competition among participants by capturing images that express their understanding and appreciation of the CL-RDP 2023-2028 and the key messages it conveys,” she furthered.
The contest is open to all Filipino nationals who are at least 15 years of age on or before September 12, 2023.
It has two categories: one for 15 to 24 years old; and the other one for 25 years old and above.
“Entries must be taken by the contest participant from September 12 to November 15, 2023 in locations limited only within the seven provinces of Central Luzon. Each participant is only allowed to submit one entry,” Sibal explained.
Moreover, entries must have a corresponding title and caption.
The caption must indicate the place where the image was taken, the date when it was taken, and must have an accurate description of what the photo is about. They must also capture images of scenery or activities in Central Luzon.
Photo entries should be taken in full color, and should not be edited or enhanced using a desktop or laptop.
They must likewise be in JPG or JPEG file format, in A4 (portrait) size, and at least 300 dpi resolution.
“Entries should not infringe on the copyrights, trademarks, intellectual property rights of any person or entity, and that no other party has any right, title, claim, or interest in the entry,” Sibal said.
Submitted photos should have no watermark or any identifying marks to eliminate any bias during the screening and judging of entries.

Deadline for submission of entries is on November 15, 2023 at 5:00 PM.
Shortlisted entries will be published and posted at the official Facebook account of NEDA Gitnang Luzon from November 22 to 30, 2023.
Entries shall be judged based on the following criteria: adherence to the theme- 40 percent, creativity and originality – 30 percent, composition and quality of the photo– 15 percent, and emotional impact – 15 percent.
Winners will be announced during the 4th Quarter Meeting of the Central Luzon Regional Development Council in December 2023.
Top 3 winners will be chosen from each category. The first-place winners will take home P8,000; while two consolation prizes from each category will receive P4,000.
The People’s Choice Awardee for both categories will also receive P3,000.
