    “THIS IS virtually raiding the city coffers before his exit and is in violation of our agreement on orderly transition.”

    Thus said presumptive Angeles City Mayor Edgardo Pamintuan of Mayor Francis “Blueboy” Nepomuceno’s donation of 25 city-owned vehicles to barangay chairmen, government auditors, judges, police, and non-government organizations.

    “The motive is highly questionable to say at the least. It is not only meant to disable the incoming administration but also to bizarrely reward people who caused his trouncing in the last elections. He is a sore loser quite plainly,” Pamintuan furthered.

    So who stood to get what from Nepomuceno’s dole out?

    Proving to be his big brother’s keeper, Blueboy gave most to Robin and his Barangay Cutcut, all of five vehicles: pricey Toyota Grandia and Nissan Estate vans, a utilitarian Toyota Hi-Lux pick-up, a family-suited Toyota Innova, and a quarry-ready Isuzu dumptruck.

    Presumably, “people who caused his trouncing” but Nepomuceno “perversely” rewarded were barangay captains Elmer David of Capaya with a Toyota Hi-Lux and a Mitsubishi Adventure AUV; Marte Arceo of Lourdes Sur,  Arturo Candelaria of Cuayan and Carlos de la Cruz of Pampanga, each with a  Toyota Hi-Lux; Rufino Reyes of Lourdes Sur East and Antonio Trinidad of Sto. Rosario, each with a Toyota Innova.

    At the Commission on Audit, supervising auditor Edelmira Gonzales and Amelia Manabat were bestowed a Toyota Vios and a Toyota Innova respectively.

    Which makes us wonder now how these COA people would take Pamintuan’s lamentation, to wit: “Very clearly, the so-called donations of government property to other government entities like barangay councils and non-government organizations are patently illegal despite the midnight resolution of the council. I am urging the Commission on Audit to look into this matter.”

    That’s Pamintuan virtually wishing to hand COA a mirror. The COA to “look into this matter,” only to see its resident auditors themselves therein?

    If there is any delicadeza left in these COA people, they should have rejected the cars, pronto.

    The same with the honorable judges, RTC 57’s Omar Viola and RTC 62’s Gerardo Santos, each with a Toyota Avanza. A matter of honor, an issue of propriety, more than practicality and convenience is at stake here, your honors.

    Three other Toyota Innovas were given to the Angeles City police office, to the traffic management unit, and to one Roxas Sangalang of some DPLD.

    The city sangguniang kabataan federation got a Hyundai Tucson, generally regarded as a pa-pogi  sports-utility. Find that now usually parked at Courtyard or at The Mansion on Friday and Saturday nights.

    Two Toyota Avanzas were slated for the Angeles City Public School Teachers Credit Cooperative, care of a certain Manuel Duenas and for the Philippine Elementary School Principals Association, care of one Dr. Enriqueta C. Tayao.

    A Mitsubishi Adventure was awarded the Kapanalig, Inc. In the name of one Abelardo Pamintuan, Jr. Now, now, ain’t this Pamintuan the losing city council candidate under the Nepomuceno ticket whose sole aim in running was to confuse the electorate and rob the other Pamintuan – Edgardo Jr. – of his rightful votes?

    Questionable, indeed, as the elder Pamintuan said in news reports, was the motive behind the donations.

    Deplorable, indeed, was the process with which the donation was “legitimized” – the allies of Nepomuceno in the city council passing last Friday – in the absence of the minority group and the vice mayor – a midnight resolution giving Nepomuceno a carte blanche to dispose of the vehicles.

    Midnight raid of the city coffers, Pamintuan called the act. So what did he expect from an administration that had been raiding the city treasury since day one?    

    Ad victorem spolias. To the victors, the spoils. A perversion of that truism here with the vanquished dividing what remains of the booty. And the victor shouting his voice hoarse helplessly?

    Yeah, yet another case versus Nepomuceno to the Ombudsman there.
