CLARK FREEPORT – The Pinoy Gumising Ka Movement (PGKM) is sounding the alarm against Honda Cars Philippines, Inc. (HCPI) which started constructing its dealership and service center building on a 2,500 square-meter lot along M.A. Roxas Avenue here next to the for mer main gate of this freeport.

PGKM Chair Ruperto Cruz said HCPI should heed the call of stakeholders to relocate the construction of its building inside the freeport for the sake of the development of the Clark International Airport (CIA).

Despite protests from stakeholders that the main gate of this freeport should not be further constricted with structures which can lead to an aggravated traffic problem leading to the Clark airport, HCPI has stood its ground and went on with its construction.

Cruz said many questions are left unanswered by the Clark Development Corp. (CDC) “whose leadership has no qualms with the concerns of stakeholders.”

Cruz said the CDC should explain why it allowed HCPI to put up a dealership and service center at main gate next to Capilion Corp. Pte. Ltd. without public consultation.

“Why is everything secret?” Cruz wondered.

“Public trust has been violated,” he added.

Cruz said the CDC should also clarify if HCPI will be treated as a Clark locator and will enjoy import, tax and duty free privileges.

Cruz also said the traffic impact assessment (TIA) made by the UP-National Center for Transportation Studies (NCTS) has not yet been made public but Capilion is already expanding its lease area next to HCPI.

Cruz also laments the lack of transparency of the CDC because up to this time, the state-run firm still refuses to make public the lease agreement contracts of the said Clark locators despite persistent requests.
