ANGELES CITY – The camp of Mayor Edgardo Pamintuan said the P1 billion loan it acquired from the Development Bank of the Philippines (DBP) is “for the future of the city.”

The explanation was contained in an official statement sent by Jezenn Yuzon, from the camp of Pamintuan, on All Saints’ Day in response to mayoralty aspirant Alexander

Cauguiran’s recent remarks. Cauguiran lambasted the city government’s decision to acquire a P1 billion loan from the DBP to construct a new city hall building and a modern sports complex.

“It’s totally inconsiderate. The mayor and vice mayor must first address the basic priority needs of the city and its residents, to provide better medical and health services and expand opportunities for free college education, before constructing these modern facilities,” Cauguiran said.

Pamintuan’s statement said, “the loan is for the future of the city and not extravagant at all.”

“The projects will benefit tens of thousands of Angeleños. It’s for a new city hall. Angeles City is perhaps the only highly urbanized city in the entire country with an old city hall that is not even senior citizens- and PWD-friendly,” it added.

Pamintuan said the infrastructure is for “a multi-level parking building for the taxpayers and those transacting business at city hall. It’s for police mobile vehicles and motorcycles. It’s for a sports complex for the athletes of the city.”

Pamintuan said, “Angeles City has lagged behind in sports competition because of lack of facilities to develop the athletes who compete in CLRAA, Palarong Pambansa, Batang Pinoy and other sports competition to bring glory and honor for the city.”

The mayor said it is also for 33 mini-dump trucks for solid waste management as required by existing environmental laws. It’s also for various heavy equipment like payloader and backhoe for the city engineer’s office,” he added.

The mayor said the new city hall will have IT equipment for all the offices which is also needed for the new city hall.

Pamintuan said the loan is also “for new dialysis machines for the renal care unit.”

The mayor said the loan passed through a rigorous process. It was authorized by the sangguniang panlungsod through a resolution and approved by a city ordinance.

“It passed through the Bureau of Local Government Finance (BLGF) and was approved by the Monetary Board of the Bangko Sentral ng Pilipinas,” he said. “It underwent close scrutiny by the top officials of the Development Bank of the Philippines,” he added.

Pamintuan said the city government under his leadership has already built a new hospital building, a city college with complete facilities, a public memorial park with crematorium, barangay halls, new school buildings and has developed its own heritage center that just recently received a presidential award.

But Cauguiran denounced the DBP loan as excessive as he urged Mayor Edgardo Pamintuan and Vice Mayor Brian Nepomuceno to “stop all these extravagant projects.”
