CITY OF SAN FERNANDO – This capital city has a new chief of police after a “reshuffle” was enforced as part of the normal process within the Philippine National Police (PNP).

Supt. Jean Fajardo, former chief of police (COP) of Lubao, is now designated as OIC of the City Police Office here following the relief of Supt. Rechie Duldulao last week as part of the PNP reshuffle.

According to Senior Supt. Rodolfo Recomono,Jr., provincial police director, the revamp is part of the normal process especially for COPs who have reached their two-year term in their respective assignments.

Mayor Edwin “Edsa” S. Santiago said here on Monday that Duldulao served well during her stint as COP of the city which earned her a citation from the city government.

Santiago said Duldulao was responsible for the decline in the crime rate in the city with the apprehension of a number of criminals including the notorious six-man carnapping syndicate who were nabbed at a PNP check point along the Mac Arthur Highway in front of the Jomafer Supermarket here last month.

Duldulao was also responsible for the arrest of a robbery- hold-up gang at Northville Subdivision and the arrest of the members of the notorious akyat-bahay gang. Ironically, Duldulao was relived as COP for failing to perform in the PNP anti-crime efforts under Oplan Lambat-Sibat – a policy of Interior and Local Government Secretary Mar Roxas for a “deliberate, programmatic and sustained” approach in fighting crime.

“I cannot overstep in the PNP process,” Santiago said when asked for his reaction on the relief of Duldulao despite a citation from the city government. Central Luzon police director, Chief Supt. Ronald Santos admitted that despite the poor performance of the police officials affected by the reshuffle, the crime incidents in the region dropped by almost 30 percent.

Also affected in the PNP revamp in the province were Guagua COP Supt. Angelito Esteban and PPO Intelligence chief Supt. Raquel Linggayu who was designated as Lubao COP.

In Marilao, Bulacan COP Supt. Marcos Rivero was also relived as well as Senior Inspector Marlo Dangarang of Abucay in Bataan after failing the audit of the Directorate for Investigation and Detective Management and the Directorate for Operations (DO).

Meanwhile, Mayor Santiago said the PNP has three months to submit a list of nominees as COP of this city.
