“Wherefore, premises considered the Commission (Second Division) resolves to:1)Grant the instant petition.
2)Declare Respondent disqualified from running for the position of Mayor of the Municipality of Porac, Province of Pampanga in the May 12, 2025 National and Local Elections.
3)Consider the votes cast in favor of the Respondent STRAY.”
Thus, read the resolution of the Commission on Elections’ Second Division (SPA No. 25-069) promulgated on May 28, 2025 disqualifying Porac Mayor Jaime “Jing” Capil from running in the said elections.
Signed by Second Division Presiding Commissioner Rey Bulay and Commissioners Nelson Celis and Nolir Pipo, the resolution also ordered the Municipal Board of Canvassers of Porac, Pampanga to reconvene and make the necessary corrections to the Certificate of Canvass of Proclamation; and proclaim the candidate with the highest number of valid votes.
