    MABALACAT, Pampanga – Rainwaters from the Clark Freeport spawned by tropical storms Pedring and Quiel rampaged through the Sapang Balen and Quitangil creeks here inflicting damage on the slope protection and river dike systems.

    This was revealed during an inspection over the weekend conducted in the area by 1st District Rep. Carmelo “Tarzan” Lazatin, Mayor Marino “Boking” Morales, 1st District Board Member Cris Garbo, Engr. De Jesus Obordo of the Department of Public Works and Highways Sub-District Office and barangay leaders.

    Stretches of the slope protection in Barangays Sto. Rosario, Poblacion, Camachilles and Dau “showed cracks and wide gaps needing immediate repair,” Morales said.

    “The river dike, on the other hand, is heavily, widely eroded,” the mayor added.

    Lazatin agreed with the assessment of Morales and called on the DPWH to help in the repair “before the river infra is totally destroyed and cause greater devastation to the communities.”

    For his part, Garbo said he would make a report to Gov. Lilia “Nanay Baby” Pineda and recommend “urgent engineering intervention” to save the slope protection and the river dikes.

    Morales said the funds of the municipal government will not be enough to repair and strengthen the protection system along the Quitangil and Sapang Balen creeks.

    He reiterated his request to the Clark Development Corp. to help in the maintenance and repair of the river works in his town as “Clark is the single biggest source of water that drains through Mabalacat.”

    A few days before the onset of Typhoon Pedring, Morales said he wrote to CDC President-CEO Antonio Felipe Remollo apprising him of the “diluvian situation” that Clark causes in Mabalacat.

    “We bear the social cost as well as the infrastructure burden attendant to the profitability of the Freeport. It is but right and just that the CDC shares in shouldering this responsibility,” Morales said.    

    Remollo accompanied President Aquino on his recent trip to Japan.
