CDC Learns from Parañaque’s Automated Business Platform to Advance Regulatory Efficiency

CITY OF PARAÑAQUE—Clark Development Corporation (CDC) benchmarked Parañaque City Government’s fully automated Electronic Business One-Stop Shop (eBOSS) platform on July 15. The activity forms part of CDC’s continuing reforms to streamline business processes and accelerate digital transformation in regulatory and permitting services.

CDC President and CEO Atty. Agnes VST Devanadera led the delegation, which studied Parañaque’s end-to-end electronic registration system, operational processes, and digital innovations in business permitting and licensing. The visit aimed to identify practices that may be adopted to strengthen CDC’s own Business One-Stop Shop (BOSS) operations.

“This is more than what we expected. We want to learn, and in our learning process, we can’t take it from anything less than the best, because no less than the national government [Anti-Red Tape Authority] has taken cognizance of this [Parañaque eBOSS],” Atty. Devanadera said.

“We see that in your physical assets; we see that in your people, and later, we will see deeper into your processes. So, this [Parañaque eBOSS] will be our benchmark. It’s an end-to-end process, and it’s something that, at this point in time, we have no choice but to have something like this.”

The CDC delegation included representatives from its IT, engineering, permits, health, safety, and trade divisions. Through discussions with city officials and technical personnel, CDC gained insights into Parañaque’s integrated approach to permit processing, inter-office coordination, and digital service delivery.

Parañaque City Mayor Edwin Olivarez welcomed the CDC team and emphasized the importance of efficient, citizen-centered public service.

“As institutions committed to economic growth, we share a common goal: to foster an environment where businesses can thrive, investments are encouraged, and the government remains a reliable partner in economic development,” he said.

The benchmarking activity featured presentations from the Business Permits and Licensing Office led by Atty. Lanie Malaya, who organized the session as BPLO head.

Other offices — City Planning and Development Coordinator’s Office, Office of the Building Official, City Health Office, City Environment and Natural Resources Office, and the Bureau of Fire Protection — shared updates on regulatory practices and digital innovations in business permits and licenses.

The July 15 visit followed CDC’s initial benchmarking activity at Parañaque City Hall on March 20, 2025, where executives observed the LGU’s eBOSS and Project Express Lane Operation (Project ELO) for permit processing.

Insights gathered from the benchmarking visits will support CDC’s broader efforts to improve regulatory efficiency and strengthen investor confidence in the Clark Freeport Zone. The corporation’s initiatives are aligned with national ease of doing business reforms and aim to deliver faster, more transparent, and technology-driven services for locators and stakeholders.
