‘Butcher’ calls ‘Punisher’ corrupt, criminal

    CITY OF MALOLOS—Retired Army Major Gen. Jovito Palparan, branded “The Butcher” by communist rebels and human rights activists called on the Filipino people to reject Davao City Mayor Rodrigo Duterte, known as “The Punisher,” saying the presidential frontrunner is the “most corrupt and the highest criminal in the land.

    Palparan, who attended a hearing on the kidnapping and illegal serious detention charges against him at Branch 15 of the Bulacan Regional Trial Court (RTC) here on Thursday alleged that Duterte has been involved in a lot of cases of anomalies for using government money to support the finances of the rebels.

    He accused the mayor of even behaving like the tax collector of the New People’s Army (NPA) in Davao City.

    “Matindi pa yan kay BIR Commissioner Henares. Siya ang BIR ng NPA. Matindi pa kay Henares. He told businessmen na magbigay at yung pera ng gobyerno ay ibinibigay niya para sa kanilang revolutionary taxes,” Palparan said.

    The money in return would assure Duterte of his victory in the elections, he added, further alleging that the rebels would make him win through manipulations and threats.

    “Sa mga barrio ganyan ang ginagawa nila, tinatakot ang mga tao na si Duterte ang iboto, kasi bayad ni Duterte ang lahat ng yun,” Palparan told Punto.

    According to Palparan, Duterte is even using the guise of helping the survivor of typhoon Pablo and bringing them financial aid, but in reality, he was bringing government money to the NPA.

    “Binabayaran niya iyan. Hinahatid niya sa mga NPA na yan ang pera. Gaya noong typhoon Pablo, pero hindi nya sariling pera ang dinadala niya kundi pera ng gobyerno. Binibigay niya sa commander ng NPA,” he said.

    “With that, he is both anomalous and corrupt and also coddling criminals, the rebels, and that he made Davao City as a safe haven for criminals,” he said.

    “He is also involved in the P2.9-billion missing assets in Davao City government based on a COA report. He used that in purchasing vehicles for his men and which could not be accounted for,” he further levelled against the mayor.

    Palparan also tagged the mayor on the alleged P20-million Davao People’s Park anomaly and allegedly the one behind the killing of reporter Ferdie Lintuan who was then exposing allegations of corruption against Duterte.

    He also charged Duterte as “involved in smuggling.”

    This, even as he dismissed the mayor’s publicly declared anti-crime achievements in his city.

    “Paano niya lilinisin ang bansa ng droga at crime, eh sa loob nga mismo ng sarili niyang bahay ang anak niya ay biktima ng droga at krimen wala siyang nagawa para hindi mangyari at makontrol iyon,” the retired general added.

    “He is really sick, he is megalomaniac, Masaya siya tawagin pumapatay siya at Masaya siya tawagin mamatay tao siya at Masaya rin siya na pumapatay siya ng tao,” he added.

    Running as an independent senator candidate for the May 9 elections, Palparan appealed that he will understand if people will not vote for him and that he will not win in the elections, but people he said, should be enlightened and awakened that Duterte will not make a good president of the country.
