BALANGA CITY, Bataan- Police on Sunday near midnight arrested two suspects and seized voluminous materials for explosives used in illegal fishing stored in an apartment in Barangay Ibayo, here.

Insp. Dennis Orbista, chief of the Explosives Ordinance Division of the Bataan police, identified the suspects as Angelito Alcantara, 49 and his live-in partner Nilda Francisco, 52; both residing at the Ilaya Apartment in Ibayo. They are now facing charges for violating Republic Act 8294 or the illegal possession of explosives.

Orbista said he considers the confiscation as the biggest haul of explosive materials so far in the campaign against illegal fishing in the province.

Seized include 4,140 pieces of non-electric improvised blasting caps with time fuse and 100 kilos of ammonium nitrate with estimated total market value of more than P70,000.

“Ito’y mga sangkap sa paggawa ng improvised dynamite na malaking pinsala ang dulot sa maliliit na isda at coral reefs kung hindi nakumpiska ang mga ito,” said Orbista who is also deputy chief of Balanga police.

He said only some liters of diesel fuel are needed to be mixed with the ammonium nitrate and placed into bottles with the blasting caps and become ready for use as improvised dynamites. The blasting caps are divided into two that will produce 8,280 homemade dynamites.

“Bukod sa masasalanta ang maliliit na isda at coral reefs, delikado pa ito sa mga gumagamit kaya madalas may napuputukang mangingisda,” Orbista said.

Insp. Ronnie Fabia, chief of the Special Operations Group of the Balanga police, said the Regional Trial Court here issued a search warrant that led to the discovery of explosive materials and arrest of the suspects.

“May tipster na nagsabi sa amin na may kahina-hinalang gawain sa loob ng apartment kaya kumuha kami ng search warrant at naging matagumpay naman ang aming operasyon bandang 10:30 ng gabi,” said Fabia, also the deputy police chief here.

The two deputy police chief said that Balanga City police chief Supt Benjamin Silo, Jr., Bataan police director Sr. Supt. Manuel Gaerlan, Balanga City Mayor Jose Enrique Garcia III and Gov. Enrique Garcia have ordered a massive drive against illegal fishing in the province.
