ANGELES CITY — For over 22 years, the city government under the leadership of Mayor Carmelo “Pogi” Lazatin, Jr. has proven its commitment to delivering world-class public service by maintaining ISO certification, recently achieving the ISO 9001:2015 certification for quality management excellence.
This is a prestigious recognition for implementing a quality management system that meets international standards.
Mayor Lazatin expressed his gratitude to the hardworking men and women of the city government for their relentless pursuit of service excellence.
Mayor Lazatin also commended the city’s Quality Management System (QMS) team, headed by Chrysalene Cunanan, for their dedication in maintaining high standards and successfully leading the city through the certification process.
“This achievement is a testament to our collective commitment to improving the lives of Angeleños through streamlined, transparent, and efficient public service delivery,” Mayor Lazatin said.
The ISO 9001:2015 certification, issued by Certification International Philippines, Inc. and valid until November 2027, reflects Angeles City’s dedication to globally recognized quality management principles, promoting public trust and satisfaction.
The certification covers key services such as Processing and issuance of business permits by the Business Permit and Licensing Division (BPLD) headed by Enrico Romero; Issuance of Real Property Tax Orders of Payment by the City Assessor’s Office led by Michael Calaguas; Civil Registry, headed by Nenita Garcia, services such as marriage licenses, certificates, and correction of entries; and Issuance of permits and certifications of inspection by the Office of the City Building Official led by City Engineer’s Office Helen Ayro and Processing and Evaluation Division Chief Ar. Norbert Lagman.
Angeles City’s history of ISO certification dates back to 2002 when Former Angeles City Mayor and 1st District Rep. Carmelo ‘Tarzan’ Lazatin pioneered the full computerization of revenue-generating offices, making it the first ISO-certified system outside Metro Manila.
IC Calaguas, now Mayor Lazatin’s Chief Adviser, was the project officer and chief implementor of Tarzan Lazatin’s computerization program, which set the foundation for the city’s excellence in governance.
To recall in 2022, Angeles City achieved the ISO 9001:2015 certification for business permit processing, strengthening its leadership in good governance and serving as a model for local government units in the Philippines.
