ANGELES CITY – The Regional Trial Court (RTC) here has ordered the continuing detention of former anti-narcotics police officer Supt. Rafael P. Dumlao III and Jerry Omlang, who were both tagged as among the people behind the death of South Korean businessman Jee Ick Joo last year.

The court also issued an arrest warrant against Gerardo G. Santiago, owner of the Gream Funeral Services in Caloocan City where the body of the Korean victim was brought and cremated.

RTC Branch 58 Judge Irineo Pangilinan Jr. noted in his order that “after an examination of the amended information, joint resolution and attached documents, the Court finds probable cause for the commitment of accused PSupt. Rafael Dumlao a.k.a Sir Dumlao and Jerry A. Omlang a.k.a Jerry.” Dumlao earlier asked the court to reconsider his detention after he was implicated in the case.

Pangilinan set their arraignment on May 31. Dumlao and Omlang, errand boy at the National Bureau of Investigation, were belatedly included in the list of respondents in the kidnapping for ransom with homicide of Jee in October last year. The initial respondents were SPO3 Ricky Sta. Isabel and SPO4 Roy Villegas who were already arraigned in the same court.

Sta. Isabel was allegedly involved in the abduction of Jee in this city in October last year. Jee was reportedly killed in Camp Crame where Dumlao was based as anti-narcotics chief. The body was later brought to Santiago’s funeral parlor.

Meanwhile, Santiago was allowed to post P100,000 bail as alleged accessory in Jee’s case.
